Health manpower are one of the most important factors in health development. Primary health manpower are always the focal point among governments and all social communities. Anhui Province is the first province to conduct the comprehensive medical and health care system reform in primary health constitutions in a nationwide and the year of 2010 was designated target one to put the health personnel training program into practice as in the Outline of the Eleventh Five-Year Plan. Here, to employ a research method by retrospective comparisons will provide an objective evaluation for the practicality of the health personnel training program, which can serve as a potential reference for future improvements of this program under current deepened medical and health care system reformation.Objectives: To compare the differences of the basic conditions and the changing trends of health personnel in primary health institutions between Anhui Province and nationwide from the year 2004 to 2010; to provide a reference for the retrospection and the future policies making and modifying of health manpower development in Anhui Province.Methods: By searching the literature, data about the population and health personnel of Anhui Province from the year of 2004 to 2010 are collected through the website of The Ahhui Provincial Health Bureau and The Provincial Statistic Department. With the support of software of Microsoft Excel, Graphics and tables are employed to describe and analyze these data, which are compared with the relevant national average level to give the differences and imply several possible causes. Meanwhile, the realization degree of the main target criteria of health personnel training program as one of the Outline of the Eleventh Five-Year Plan of Anhui Province has also been discussed.Results: From 2004 to 2010, a gradually increased and improved feature was observed for the numbers of different types of health personnel and the ratio changes, in terms of the quantities of the provincial totals, the basic medical and health care institutions and the village clinics in Anhui. However, compared to the average level all over the country, there is still a significant gap of the numbers of health personnel in different types in Anhui Province and a further improvement for the structure is necessary. On the other hand, since Anhui Province conducted the comprehensive medical and health care system reform in the primary institutions in 2009 and 2010, the situations of health manpower resources changed dramatically and the number of the health personnel decreased relatively while the quality of health personnel was improved in the primary institutions.Conclusions: In general, for the basic conditions of health personnel in medical and health care institutions, there is still a big difference between Anhui Province and the national average level, but the total numbers and the structure index are improving gradually. Therefore, the health personnel training program as in the Outline of the Eleventh Five-Year Plan of Anhui Province is almost realized. At the same time, with the implement of the comprehensive medical and health care system reform in the primary institutions, the quality of health human resources is displaying a significant change.
