China Telecom Price Regulation Reform

With the foundation of China Unicom in 1994, the prelude of the reform of China telecommunication began. China telecommunication market has broken the monopoly control by Post-telecommunication Ministry as far. In the mean time, the introduction of telecom market competition is challenging the price supervising system since the system which has blocked the healthy development of the telecom market is still built up on a monopoly base. So the thesis is trying to probe into the reform of the telecom price regulation system.The thesis aims at the price regulation system reform by theoretical & demonstration research means in order to carry out the function of price system, collocate the social resources effectively and increase the efficiency of the manufacturers.The price regulation system is combined by law, regulation organization and regulation means. The 3 parts are an organism. Any imperfectness in one single part can lead to low efficiency. The thesis is trying to emphasize the pattern of price regulation and give suggestion to the reform of law and regulation organization.The telecom market has become competitive at present. Even in some specific area, the market is completely competing. On the other hand, the body of the investor of telecom corporations is the government. The circumstance causes the malignant price war. There is a problem to solve that the competition hasn't been sufficient. And the price regulation pattern is deficient in conquering X low efficiency and increasing production efficiency.The thesis analyses the problem by the comparison the regulation pattern in our country and abroad. And it discusses the feasible measures of reform.In the end,the thesis concludes that on the stand of the reform of the telecom system,the emphasis of the price regulation pattern should be improved and practical. And the thesis pays more attention on the choice and comparison of the regulation pattern and the price limit regulation pattern.
