Military medical universities are the main basements of cultivating medical specialists with higher level, and take on the important task of training qualified professionals to satisfy the military construction. The first period of residents training is the basic period, and has the very important meaning in carrying on the basic clinical training, mastering the relative theoretical knowledge and basic technical skills and strengthening the clinical thinking ability. Clinical competence is the concentrated expression of a doctor's level. How to evaluate the residents' clinical competence after the first period of resident training objectively, equitably, reliably and effectively is the important problem of hospital management and graduate medical education. The main purpose of this dissertation is to establish a scientific, reasonable and easily operating index system of residents' clinical competence evaluation through reviewing the experiences of residents' clinical competence evaluation inner and out of our army, which is in according to the practice of military medical university. The first section introduces the basic route of research. The second section analysis the expert inquiry from the three sides which is include the personal information, the authority degree and the active coefficient of experts. The result shows that authority and active coefficient of the experts is comparatively high. The third section puts forward the index system of the residents' clinical competenceevaluation which is composed of 4 and 16 indices on the first and second scale after the first period of resident training in affiliated hospitals of the military medical universities, and analysises the items and its weight, and puts forward the connotation of indexes and grading forms of every index under the foundation of using the experiences of some medical universities for reference, and analysises the theoretical basis of this index system. The fourth section discusses some relative questions in resident training and clinical competence evaluation.
