Classroom teaching is the main way of higher education, and it is the main part of the teaching process. It determines the quality of students. It is very important to guarantee and improve the quality of classroom teaching, and to inspect and appraise the quality of it for the development of universities, especially for the quality of classroom teaching.The principle of this study is oriented, scientific and feasible. The basis of this research includes three parts:appraisal criteria of foreign teachers'educational quality, basic qualities and abilities of teachers, modern educational concepts. The objective of this study is to develope a scientific appraisal system. We hope it could be helpful for the work of assessment and the project of teaching reform of our university.In this dissertation, the methods of Literature Review, Delphi, Precedence Charts, Empirical Research, and statistical analysis were used to establish the new appraisal system, which is for undergraduate's classroom teaching (Student).On the basis of "Theory Course's Appraisal Form of Beijing University of Chinese Medicine (Al-students)", through analyzing and summarizing the basic skills and qualities for the teacher, researcher determined 5 first-grade indicators.By analyzing appraisal system and scale which used in the other universities, researchers chosed appropriate indicators to construct the item pool. Ultimately, the pool included 5 first-grade level indicators,31 secondary-grade indicators and 153 third-grade indicators.The method of Delphi and Precedence Charts were used to select indicators and decide the indicator weighting after analysing the literature. In this study, there had three rounds of experts advice. After the last advice, all indicators' 'experts agree rate' were more than percent 80.At last, the new system includes 5 first-grade level indicators,16 secondary-grade indicators and 31 third-grade indicators. After that, experts compared the indicators in the group discussion and used the method of Precedence Charts to calculate the indicator weighting. Taking into account the new index system has three levels, we used Satty product method to calculate the third-grade indicators combined weight.In order to verify the effect of the New Index System, researers selected two junior classes of Beijing University of Chinese Medicine to make an empirical research. One is from Medical School, and the another is from Management School. By analyzing the data we came to know: (1) There are 7 indicators out of 31 were scattered in the Medical School and 14 in the Management School. Taking into account this phenomenon, maybe the main reason is the different understanding of each student and the unclear position on the rating scale. (2)Students were satisfied with the new system. There are 70 students in the two schools, 60 students (85.71%) felt the index system was pretty well,10 students (14.29%) felt it was good, none felt bad. By using SAS to analyze the data, all P values were more than 0.05. So there was no significant difference between the two schools.
