Research On Resource Allocation Efficiency Evaluation And Optimization Countermeasures Of Chinese Space Enterprises

As an emerging high-tech industry,the aerospace industry is also one of the key decisions in the development of our country.It can demonstrate a country's economic modernization level,military development process and scientific and technological research and development capacity.Nowadays,the space industry is developing rapidly,and the international competition is intensifying day by day.In the era of continuous updating and rapid development of China's space industry,space technology is gradually moving towards the public view and integrating with modern life.This trend will promote the optimization and upgrading of traditional industries and push the modernization level of productivity to a higher level.How to integrate and optimize resources and improve the efficiency of resource allocation in the development of space enterprises,so as to promote the innovative development of space enterprises,has become an important link to enhance the competitiveness of space enterprises.This article is based on the theoretical basis for the allocation of resources,etc,analyzes the space the related factors that affect the allocation of resources in the process of enterprise development,organize some aerospace enterprises in our country the raw Data,application of Data Envelopment Analysis(Data Envelopment Analysis,DEA)method,the resource allocation efficiency of aerospace enterprise has carried on the Analysis and evaluation,and put forward countermeasures and Suggestions of aerospace enterprise resource optimization configuration,thesis research results to the aerospace industry related enterprise to find its own development way and also accelerate the drive effect.This paper takes domestic and foreign resource allocation theories as the research foundation to find out the influencing factors and existing conditions of China's space enterprises in resource utilization and allocation,and takes empirical analysis as the main demonstration method to explore and analyze the resource allocation efficiency of China's space industry related enterprises.Firstly,this paper takes the theoretical basis related to the topic as the starting point of research,mainly the theory of resource allocation and data envelopment analysis.The theory of resource allocation mainly includes resource allocation,resource allocation mode,efficiency and optimization adjustment method,while the theory of data envelopment analysis mainly includes basic theoretical viewpoints,basic models,production frontier and scale efficiency.Secondly,this paper expounds the goal of China's aerospace enterprise resources optimization allocation,and from government policy system,the social conditions of economic and social development,powerful military and space background,talent technology resources and so on,analyses the influencing factors of aerospace enterprise,on the basis of efficiency evaluation index system and evaluation model is set up.Thirdly,DEA is used to calculate the original data of aerospace enterprises selected in this paper,analyze from the aspects of the whole,the region of the enterprise and the hierarchical effectiveness,and make the dea-based optimization and adjustment plan for the allocation of aerospace enterprises' resources.The analysis shows that,on the one hand,the resource allocation efficiency of China's commercial aerospace enterprises is generally not high.More than 80% of the enterprises are in DEA invalid state,and the pure technical efficiency and scale efficiency are invalid at the same time.On the other hand from the geographic analysis,northwest aerospace enterprise's efficiency is relatively high thanks to government policy and support the development of geographical environment,northeast China aerospace enterprise,founded in 2000 years or so,thanks to the northeast old industrial base and aerospace personnel training,the eastern region space enterprise efficiency is higher than the Midwest is thanks to the economic development brought about by the capital,talent and technology support.Finally,this paper puts forward optimization countermeasures and Suggestions from three aspects.The countermeasures to optimize the external environment of space enterprises include giving full play to the top-level design of the government,creating environment and conditions for the development of space enterprises,giving play to the role of government policy planning,and providing rules and system support for space enterprises.The optimal allocation of financial resources of commercial space enterprises includes constructing multi-level capital investment and financing channels and constructing multi-level and multi-channel investment system.The countermeasures of optimal allocation of human resources in commercial aerospace enterprises include strengthening theconstruction of human resources team,optimizing the structure of human resources,and strengthening the linkage of resources between official enterprises,universities and research institutes.
