Since the 1980s,the world's business environment is undergoing great changes.The market level,market conditions become more diversified and personalized clear, global competition and the ever-accelerating pace. In such a rapid development, the Chinese enterprises have to survive and develop the face of unprecedented challenges. On the one hand, enterprises have to shorten the response time for the market, improve service quality, and the other is to reduce the cost of management and business operations. The low-cost services co-exist with a high level of its portfolio of resources. Based on the market situation and fully understand the business environment, outsourcing as a business with only limited resources to minimize costs and improve performance and enhance their core competitiveness and enhance their ability to cope with the new management model came into being. As one of the activities of the business management of human resources management must also facing an enormous challenge. With the traditional personnel management difference is that the modern enterprise pays more attention to human resources management from a strategic point of view of production and operations to help enterprises become a strategic partner. In this case, human resource management outsourcing has become the preferred choice of many business solutions. At present, human resources outsourcing the management of the development, and the outsourcing industry has become a new force.And in China, human resources outsourcing the management of the concept has just been introduced in the near future, is still at its initial stage. But at the same time, a considerable number of multinational companies, local Chinese companies and social organizations have been showing their strong interest and concern; it has a broad market prospect. Chinese companies outsourcing the management of human resources development is still in its infancy,has not fully matured, along with internal and external business environment of uncertainty, with the outsourcing relationship to deal with the complexity and so on,making the implementation process will inevitably there are a lot of potential Risks. Without attention to risk management,outsourcing is expected to not only achieve the purpose will not, it could bring huge business losses. As a result, human resources outsourcing the management of risk identification and prevention are essential. However,at home and abroad for human resource management outsourcing is still in the theoretical study of the initial stage of development,its risk is not very in-depth research, this paper, the existing domestic and international research, analysis of China's human resources outsourcing business of the status quo, Based on analysis of the outsourcing process and the various stages of the risks and causes of their analysis,,the last on the human resources outsourcing the management of risk prevention expounded his views and made a preliminary solution. With a view to the adoption of such exploration, China's enterprises to establish risk prevention of human resources management concept to help improve human resources management, human resources outsourcing in China.This article includes a total of six parts:Chapter I: Introduction. The article introduces the background of the study and related research in the field of the status quo and put forward ideas and research methods. Chapter II: human resources outsourcing the management of risks associated with the theory. Chapter III: China's enterprise human resource management outsourcing risk study. Chapter IV: China's human resource management outsourcing business risks and preventive measures recommended. This is part of the focus of this article. This chapter is based on the ideas of human resources outsourcing process, from the business point of view, the outsourcing of activities to choose from the stage, the outsourcer and the choice of stage management, supervision stage outsourcing business risk prevention measures.
