Over the 3 decades of reform and opening to the outside world, our country economy has had make phenomenal progress .However it is unavoidable for our state to be caught in several serious resources and environment problems. Environmental pollution is gradually exacerbated rapid increment rate has consumed a lot of resources, which could be mainly specified as: gradual exacerbation of our eco-environmental problems; gradually steep resources crisis. Central Committee of the CCP General Secretary Hu Jintao put forward the platform that promote a conservation culture and Futher develop the circular economy in the 17th national congress of the communist party of China report on October 15, 2007. This thesis based on a great deal of literature search, field survey and data collection task, definited the urban recycling economy assessment indicator system. This thesis uses AHP and entrophy combined subjective&objective integrated weight evaluation method to confirm the index weight, chooses multi-level blurry integrated assessment method to calculate the final result,look upon changzhutan urban agglomeration as a whole., Appraisal and analysis its recycling economy level of development with relevant data from statistical yearbook, statistical bulletin and statistical reports. And aims at the Hunan Province sentiment present situation, profits from the advanced local experience, put forward the circulation management of economy countermeasure proposal for the government.The evaluation of urban recycling economy has been discussed at large in this thesis. Reconstructived the urban recycling economy assessment indicator system is more representativeness than ever assessment indicator system, especially in index selection, and it adapts the present statistical system.
