Many people and little land, and the cultivated land resources are extremely scarce, which is our country's basic condition.As the rapid advance of China's industrialization and urbanization, the urban development on the increasing demand for land has led to a sharp reduction in cultivated land resources, posing a serious threat to regional food security and ecological security. Sharp contradiction between supply and demand of land resources has become a major sustainable development bottleneck. For the protection of land resources, the promotion of the deepening connotation of urban land and intensive expansion,and to alleviate the contradiction between supply and demand of land and to achieve the sustainable development of cities, the study on urban-land intensive use is the very important.The urban core area of Chongqing is the urban core area of "one-hour economic circle" in Chongqing,Chongqing regional economic "growth pole", the most active and contradictions in a regional land-use. The urban core area of Chongqing has the best conditions and the greatest potential for development of Chongqing, which is the most crucial part for development of Chongqing in the overall situation and long-term . With the tenth anniversary of the territory, Chongqing become the national comprehensive reform pilot area that co-ordinating urban and rural areas, and the urban core area of the city has become the main battlefield that the city's economy, population gathered. This good opportunities has set a higher demand for land supply to the core area of the city which owns scarce land resources. How to not only meet the demand for urban land that make assure the bigger and stronger development in the core area of the city, but also achieve sustainable use of land resources and ensure food security, the intensive use of land is the only way out. On the basis of learning the results of research on the potential evaluation of urban land-intensive use from our predecessors, with optimizing the structure of urban land,digging the potential of urban stocking land and realizing incremental land-intensive expansion as the goal, by the stocking urban-land intensive use potential evaluation and incremental land-intensive expansion potential evaluation, the paper expects to explore the way by which the city develop mainly by deepening connotation of urban land, and achieve the optimal allocation of land resources and take full advantage of land resources.Firstly, the paper analyzes the urban land structure and the situation of land-intensive use in the urban core area of Chongqing, and reveals the existing problems of urban land use currently : the structure of urban land use are not reasonable; urban expansion with the way of extension mainly; the level of urban land-intensive use is on a gradual increase,but the regional differences are large. On this basis, this paper evaluates the the potential of the stock urban land by using analytic hierarchy process and multiple factors comprehensive evaluation method, and the major findings as following: (1) The potential value of urban-land intensive use is 3.2162, potential level is divided into the grade III, and beyond the median value 2.8665of the grade III. This shows that the potential level of urban-land intensive use in the urban core area of Chongqing is above the middle level, and the land-use did not reach the optimal state in intensive utilization. In the current economic and social conditions, there is a greater potential; (2) The potential of urban-land intensive use in the urban core area of Chongqing, except the potential of marketization indicator is smaller, other indicators, that reflect land-use structure,land-use intensity,land input and output levels and land intensive use trends , all have some potential to use.About urban-land intensive use, not only need to consider utilizing land in stock, but also the need for rational planning and the use of incremental land, so that new urban land can coordinate with the existing urban functions and land sue structure. Therefore, the another important element of this study is to evaluate the potential of incremental land for urban expansion.On the basis of designing the idea of the incremental land' potential-value of urban expansion , first of all, the paper has the urban land suitability assessment, then with the intensive expansion method as the guidance, and explore a reasonable model of urban expansion from the time and space . Through the potential evaluation for incremental land in the urban core area of Chongqing, this study scientifically forecast the size of urban intensive expansion in different periods from the time, andreasonably plan the layout of the city incremental land from space, which has some significance for the futural intensive expansion of the urban core area.Finally,on the basis of the potential evaluate outcome of the stock land and the study on urban incremental land potential evaluation ,the paper explore the application of evaluation results, and propose the recommendations and measures that promote the deepening use of urban land potential and intensive use, so as to designate the direction for digging the potential of the urban stock land intensive use, provides a planning reference and strategic basis for the urban compact expansion in future, and promote the intensive use of urban land in research area .
