Study On The Founding Way Of Eco-Industrial System In Chongzuo City

On the basis of on-the-spot investigation and studying the relevant data, both the favorable and the unfavorable factors for founding eco-industrial system have been induced. Both the structure and the function of the industrial system have been studied with several ecological principles and path analysis. The founding way of eco-industrial system has been determined. The main results are as follows.1. The favorable conditions include: the convenient transport facilities, the prosperous international trade in the border area, the suitable climate, the plentiful biological species in which some of them are peculiar and have economic value, the abundant natural resources such as Mn-mineral, the fixed funds. The unfavorable factors include: the sharp contradictory between human and nature, the severe change in environmental elements, the frequent natural disasters, the large karst topography area that has small power of feeding biology, the not enough quantity of the most biological species for economic using, the undeveloped society and national economy especially in rural areas, the few population of city and no large center city. 2. The favorable characteristics of structures for funding eco-industrial system include: the national economy system has been funded initially; both of the industrial and agricultural structures conform to their resources mainly; the national economy has prop industry which is sugarcane growth; wages has gradually become one kind of the main earnings of peasants; the big and middle enterprises occupy an important place in the industry. The unfavorable characteristics of structures include: the industry is too small; there are not good couplings in the fixed assets; economic crop-sugarcane almost decides the whole national economy; prop industry is single sugar-manufacture; variety of prop-industries is too not enough. The favorable characteristics of functions of the industrial system include: some coordinated mechanisms can make some structures in the industrial system supplement each other, such as, the secondary industry can well promote the primary and tertiary ones, investment of the fixed assets can increase the national economy, the manufacturing industry and the constructional industry can promote each other well. The unfavorable characteristics of functions of the industrial system include: the producing function of the whole industrial system is too weak and the economic effect is low; many beneficial interactions in the industrial system and its sub-systems need to be set and strengthen; the development of the national economy depends on the natural resources; the environment and addition of the fixed assets too much; the resources are plundered or wasted, especially in secondary industry and agriculture; the forestry and the animal husbandry are too backward. Because of these, the large resources of industry are inadequate seriously, and ecology and environment have been worsened heavily.3. The founding ways of eco-industrial system are: first, the policies for adjusting the industrial structure and the investment structure of fixed assets need to be formulated to develop the secondary industry, the forestry and the animal husbandry, to establish the fixed assets for raising techniques, using resources comprehensively and acting on environment friendly, the aim is to complete the basic macro-structure of the eco-industrial system ;second, basing on the relevant superiorities, several major circular economic systems such as the sugar circular economic system, the Mn-eco-industrial park, the eco-industrial park basing on the thermal power station, the circular economic system for using forest comprehensively, need to be constructed as the frame of the eco-industrial system.; third, a lot of family eco-farms need to be developed to prepare the good material and ecological foundations for the eco-industrial system; forth, combining the major circular economic systems with the center city to make Chongzuo city as a strong core for the exchange of the matters, power and information.
