Eco-industrial Park (EIP) is the practice of eco-industry, and sustainable development park according as Cleaner Production, Circular Economy and Industrial Ecology. It is the focus of academic research and the emphases of region construction all over the world, and there has been lately several years that EIPs develop in China. The layout and construction of EIP include various scope such as eco-industrial chains, system integration, landscape ecology and management in the park, and eco-industrial chains are the core of the layout and construction of EIP,then research on eco-industrial chains in industry park is carried out from three parts.Firstly the study and progress of eco-industry are summarized. Secondly theoretical basics of EIP: Cleaner Production, CircularEconomy and Industrial Ecology, are expatiated on. Finally the origin, development,type and character are introduced, study and practice of EIPs in the world are also analyzed deeply. After problems existing in EIP are summed up author give suggestions for construction of EIP that adapts to China. Secondly, using the theories of key species to select the key enterprises and using the theories of the food chain to design the eco-industrial chains, following the principle of cycle economy, for the purpose to use materials and energy rationally, to carry out the planning of the eco-industrial park in Qingbai Jiang, from three different levels, in order to realize "the double win" of environment and economy. And the ecological theories such as key species, food chain or food web, niche, ecosystem diversity, law of tolerance etc., which applied to eco-industrial chains and to EIP, are researched. Design principles of the index system for designing industrial chains are brought forward, and the index system is formed, which provides basis for assessing environment-friendly industrial chains, diagnosing industrial chains and designing eco-industrial chains. Secondly the technique for designment of eco-industrial chains is discussed: dominant industrial chains that centered on "key stone species" corporation are selected, which industrial metabolism is analyzed, then introducing chains-matching project and extending dominant industrial chains, and designing eco-industrial chains; establishing supporting system of eco-industrial chains, which includes eco-industrial incubator, information systems and resource center for reclaiming waste.Finally working processes of project are put forward. The last part is an case study. This article takes the Industry Park of Qing Baijiang as the example, based on the industry development orientation and the current situation in Industry Park of Qing Baijiang, and applying aforementioned theoretics to design the eco-industrial chains that centered on " PANZHIHUA IRON&STEEL CO.LTD and SCC", the vein eco-industrial chains in the park and the supporting system, so the eco-industrial construction in the industry park will be come into being. The environmental benefit and the economic benefit of eco-industrial chains are also analyzed.
