As a non-renewable strategy resource, Mo is one kind of the nonferrous metal that has higher application value. It can be widely used in various industrial fields. The development of Mo industry plays an important role in the process of national economic construction. Looked from the present state of Mo industry, although there are more enterprises, their scale are inconsistent. The small-scale producers cause low utilization of energy resources and heavy pollution because of disorder development and a lower level of production technology, which has a serious constraint to the Mo industry. Therefore, from a perspective of circular economy, it is an inevitable choice to carry on ecological construction in Mo industrial parks and search an inter- coordination way among economy, environment and resources.The study summary analyzes the theory and practice about the domestic and foreign ecological construction. Taking the circular economy theory as the instruction, according to the theory of clean production and ecology, this study builds a set of industrial symbiosis economic network of Mo industrial park. It contains vertical product extension and cross-cutting industrial symbiosis, covers three aspects that enterprise, industrial park and community. By summing up the results have been studied, this study structures an evaluation index system used to evaluate industry ecological construction. It selects from various types of evaluation index system related to circular economy and could be applied to the Mo industry parks. At last, the Huanglong Mo industrial park in Shaanxi Province is demonstrated for example. This study made the following conclusions:(1) Based on Mo industry production, this study proposes the constructing means of industrial ecology at the three aspects of clean production in enterprises, industrial links in Mo industrial park and Mo recycling in society. It extends the production chain from 4 aspects of Mo resources' selection and processing, the associated resource recovery, waste utilization, secondary resource recovery, so that to form a material and energy cycle network of mainly producing Mo products, accessorial recycling associated resources and waste utilization in industrial zone.(2) According to the being researched results, as the basic principles of "3R", this study selects a set of the evaluation index system suitable for the Mo industrial park for industry ecological construction. It is consisted of 6 criteria level including the level of economic development, the level of resource consumption, the level of resource recovery and utilization, the level of pollution control, the situation of ecological environment and park management level, a total of 22 indexes. (3) Taking Huanglong Mo industrial park for an example, on the basis of the analysis on developing state of enterprise and main issues, this study proposes the clean production advancement measure to the mainly annual ring, including mining, ore dressing, Mo oxide producing and ammonium Mo producing. Then, suggests improving the production chains, the associated resources recycling chains and watering reuse chain, adding new industry chain of SO2 sulfuric acid chain and solid waste utilization chain. In order to fully cycle utilizes resources, energy and water resources in the park.(4) According to the primary mode of ecological construction to Mo industrial park, the supply chain analyses are carried on to Mo, S, Pb and water resources in the park, then estimate the products output and the scale of the vitriolic factory that should be built.(5) The result of indicators comparison before and after the eco-industrial construction of Mo industrial park suggests: after the construction of industrial ecology, level of economic development have increased significantly in park, due to a lower level of resource consumption and the level of resource recovery and utilization rise, so that pollutants emissions per million output value are reduced in varying degrees.(6) On the basis of primary ecological construction to Huanglong Mo industrial park, the following suggestions were put forward. It should expand intensive processing product, explore the comprehensive utilization way to tailings, study the recycling craft to Re, as well as establish the regional Mo resources recycling systems.
