Since the administer of the 81st document names The Announcement about some related issues of organize the land reclamation plan's compilation, report and censor, whish was decreed by The Ministry of Land and Resources P.R.C in 2007, the compilation of mines'reclamation have been appreciated extensively by many people. Land reclamation's suitability evaluation is a method of doing some evaluation for its suitability, which will be reclaimed, in order to guide these destructive lands'aspect of reclamation. Since the intensive of relevant study, land reclamation's suitability evaluation is of vital important to planning land use's aspect scientifically and making treatment methods based on its local conditions.This research is takes Luxin underground coal-mine in Inner Mongolia for example, which lies in the vulnerable ecological regions. This research is doing some suitability evaluation to the evaluation area based on the basic acquaintance includes natural, economic and social condition. Under the arranging of these basic data's such as land utilize situation, slope, soil and destruction, this research make use of the spatial overlay analysis technology of GIS to finally generated 185 evaluation units. This suitability evaluation is of two stage evaluation system concludes land quality grades and land limiting classes. Of these two stages, the evaluation of land quality grades will use the method of limited condition. This part will choose 5 evaluation factors and finally divide the evaluation area to two kinds: lands of grazing capacity and lands for not adapts farming, forestry and grazing. The evaluation of land limiting classes will make use the method of weighted synthesis index. First of all, it chooses the evaluation factors respectively for these two kinds of lands. Second, sets the weight of each factor through the method of The Application of Analytic Hierarchy Process (AHP). Finally, make score to each unit. Combining these two systems, the suitability evaluation's result finally comes out.The suitability evaluation result shows that the area of the land of grazing capacity includes three classes and these areas are 1445.12 hm~2, 986.49 hm~2 and 138.42 hm~2. The areas of the land for not fit temporarily and not fit for ever are 106.27hm2 and 268.20hm~2. When compare the evaluation result with the land utilize situation, there are several features: first, the area of meadow is decreased but its quality is improved. Second, the area of water is increases which will good at adjust area's microclimate. Third, some other lands such as bare land and equipment agricultural land convert to meadow, whish will be better to land structure. The analysis for this evaluation result will gain each features of these different kinds of reclamation lands. These characters give many possible suggestions to this destructive coal-mine for how to use land rationally in Inner Mongolia, which lies in the vulnerable ecological regions.This research makes use of some software such as GIS, then gains the detailed data through a graphics processing. It is of great meaning to enhance the evaluation's accuracy. This article references the existing suitability evaluation system and then considering some impact factors such as the state's policy, area's environment and so on and adjusts it according to local conditions, then built the suitable evaluation system. It is meaningful for refines and deepens the suitability evaluation's index and methods system.
