The Study On Index System Of The Green Coal Mine Land Reclamation Management Evaluation

With the development of mining and progress of technology, attaching greatimportance to the resources development and looking down upon environmentalprotection is no longer suitable for the mining developmental mode in the newsituation. Based on the demand of "Ecological Civilization Construction","Resources Conservation And Intensive Utilization ","Harmonious Mining AreaConstruction" and the strategic target of "By2020, general establishment of greenmine pattern" proposed by National Mineral Resource Planning (2008~2015),building green mines and developing the green mineral industry and coordinating thedevelopment and utilization of mineral resources, economy and social developmentwith ecological environment protection are the new missions entrusted by the era.Green coal mine land reclamation management research is the practical way toaccelerate transformation of the mining development mode. Many researches on thegreen mining and unilateral land reclamation management have been done at homeand abroad by far, but the research combining the two is not so common. The purposeof this article is to study green coal mine land reclamation management evaluationsystem and make a quantitative analysis with practical examples on the basis ofpredecessors’ achievements.Based on the connotation of green coal mine land reclamation managementevaluation, the article builds evaluation index system of green coal mine landreclamation management from system standard management, technologicalinnovation and reclamation efficiency. It combines with the present situation in ourcountry and progress of research in related fields at home and abroad through theanalysis of the impact factors of the green coal mine land reclamation management.By selection of the evaluating model and identifying of the threshold and the weights,the article builds the green coal mine land reclamation management evaluationsystem. In the end, the article selects Tunliu Underground Coalmine and AnjialingOpencast Coalmine to conduct an empirical study. The evaluation results are asfollows. Firstly, the green coal mine land reclamation management evaluation value of Tunliu Underground Coalmine is78.09, and its major constraint is in the order ofthe reclamation fund investment level, the reclamation R&D investment level andthe reclamation progress. Secondly, the green coal mine land reclamationmanagement evaluation value of Anjialing Opencast Coalmine is88.47, and its majorconstraint is in the order of the reclamation fund investment level, the reclamation R&D investment level and the reclaimed soil quality. Finally, the evaluation resultsshow that the land reclamation management of Anjialing Opencast Coalmine isbetter than that of Tunliu Underground Coalmine.Research conclusions are as follows.(1) The article constructs the green coalmine land reclamation management evaluation index system which can be dividedinto three levels. The number of first class indexes is3, the second class indexes13,and the third indexes17.(2) By selection of the evaluating model and identifying ofthe threshold and the weights, the article builds the green coal mine land reclamationmanagement evaluation system.
