The Developing Evaluation And Transition Of Resource-based City Of Arid Area In Hierarchy Structure

The development of resource-based city is one of the most improtant issues that people concerned. Due to its speciality, it has been the resource's base and constructed on the diggings at the bigining of the city buidling, but, lack of long term planing and management in the future. As the time goes, more and more resource–based city come into the mature period of explotation and resource exhaustion peroid because of the finity and non-regenerate characteristics of resources . therefore, many problems have been raised in some resource-based cities, and some of resource-exhausted cities have gotten into trouble and serious socio- economic conflicts.So it is very necessary to problem into the development and transition of resource-based city to provide with usefull reference for the development of more resources-based cities. In this paper, theoretically analaysed the industrial transition in Karamay in detail. At first discussed current situation of the industrial development and its existing problems, the advantages and disadvantages of citie's transition, and then comparatively analysed the industrial transition models of Karamay.The results showed that the compond model is the best model for industral transition of karamay, namely at the initial stage of cities's transition , should give priority to extend the industry, and develope the process of primary products , improve the added value of the products; and at the upper stage, should give priority to foster non-resources industry, make the Karamay city throw off the dependence on resources, carry out the cities's sustanable development and universal transition .This paper, in order to choose the leading industry for Karamay, adopted AHP method to established mathematical model, and based on collected material, analaysed the inner industry. Then put forwarded industral transition strategy for the furder development of Karamay extend industry. we can conclude from analysing that industral transition of Karmay is very hard and long terms tesk. It should be perpared sufficient substantial and clear developing direction, then could be possible to realize the initiative force of transition. besides, it is so hard for resource based cities to impliment the industrial transition relying on own singgle power, so should be get the political support of country and district for the accomplish of industral transition.
