Research On Development Strategic And Economic Transition Of Resource-based City

Resource-based city in China accounts for a large proportion, gathering most of the strategic resources, is the pillar and foundation of national economic development, once had made tremendous contributions for the Republic's economic construction and social progress. After nearly half a century of exploration, most cities have gone in the maturity or decline, dwindling reserves, slow economic growth, ecological damage to the environment seriously, the rising unemployment rate. Under the impact of the transition from the planned economy to market economy, most resource-based city development becomes difficult. Study on economic transition of resource-based city becomes very important and urgent.This paper bases on theories such as industrial economics, regional economics, urban economics, system engineering and sustainable development, firstly defines resource-based city, and then based on previous studies, it briefly introduces quantity and distribution, and analyzes economic transition content and industry evolution mechanism for resource-based city. Then it probes the economic transition pattern of resource-based city, thought that economy transition of resources-based city is the synthesis change including technical transition, industrial transition, growth way transition, the economic system transition, it is the kind that the socio-economic structures changes from dependence on the exhausts the resources to dependence on the un-exhausts the resources, it's the entire economic structure promotion, its key component is industry transition. Then it establishes the developmental strategy system of the resources-based city, includes the industrial transition problem and reason, the transition modern the selection method of leading industry and the countermeasure.According to above results, the paper researches on the typical resource -based city of economic transition——Daqing. On the basis of the domestic and environment analysis, it puts forward the pattern and the conception of economic transition, and uses the appraisal method to confirm the leading industry of Daqing, finally proposes the countermeasure for transition.
