Based on the research of urban development, transition of resource-dependent cities and the experiences from cities did it successfully; the author finds that the theories, relative policies and its applications need to be furthered. With Huai'nan city the typical example, the author then carries out a careful study on the strategic transition of resource-dependent cities, which leads a framework of Huai'nan's transition. To make it more clearly, the article then put forward a positive analysis on Huai'nan's current situation, and, for sure, the focus is how to build a resource-dependent city in terms of policy system and real actions.Introduction of the article focuses on the significance of the topic, and also the methodology adopted, together with arrangement of the following chapters. It emphasizes on the value of the research which states that the sustainable development has become the common sense of international organizations, governments, NGOs nowadays. Meanwhile, a research subject to resource-dependent city has long been the theoretical preparations for Chinese cities that are targeting resource-dependent city, and of course, the city managers.Chapter two introduces the theories on urban study and resource-dependent study abroad, summarizes experiences from transition of varied resource-dependent cities. In detail, it looks like this, firstly, the transition had started thirty years ago, which proved to be a long-run task. Secondly, resource-dependent city has long been the choices of modern cities. Thirdly, we can map the routes of these cities by summarizing their experiences.By laying out both the researches that have been done and the points need to be improved, the author sets the topic of the dissertation.Chapter three sums up sustainable development-related issues of Huai'nan city when changes to a resource-dependent city. By discussing the problems emerges during Huai'nan's transition, the author puts forward detailed analysis.the chapter gives strategic pathway for Huai'nan to transform. The author thinks that the transition of Huai'nan should be done in accordance with the city's reality. Systemic engineering provides perspectives for the further analysis that summarizes the development in the past. Then the author focuses on the problems for sustainable development of the city in the future.Chapter four focuses on the framework of the city's transformation. The framework consists of a theory model, including ecology, resource, environment, economy, society, science and technology, education, health and culture, etc.Chapter five is about the building of the indexes for developing a resource-dependent Huai'nan city. By listing the major factors that contribute to the development of Huai'nan, the author then builds up a transition index for Huai'nan, which is based on the indexes that had been done at home and abroad.Chapter six is the positive analysis on the city's sustainable development. By employing the Data Envelope Analysis, the author tries to understand Huai'nan's current development and possible trend in the future.Chapte rseven guides the Huai'nan city to transform from traditional city to resource-dependent, with policy system building its body. The author tried to establish a complete and systematic framework for its future reform in terms of economy, politics, culture and social system. After careful research, the author points out that in the future, the city should not only emphasize on the five forces simultaneously to break it old development cycle, but also build China Huai'nan Modern Coal Futures Center to boom the city's economy. Meanwhile, the city should enhance its soft power, and the construction of National Experimental Zone of MaoJi Sustainable Development of should be a good chance for such an enhancement. What's more, the city would collaborate with He'fei, the capital city of the province, and to build the ecological base for the city's future transition.Chapter eight marks the conclusion and outlook.
