Rural labors and the migration of rural labors in different areas have their own characters because of the difference of natural, social and economic conditions in our broad country. This article will take an example of ZhongXiang city of Hubei Province, and have a study on the status and characters of the rural labors and the models and problems of the migration of the rural labors in the area. The framework of the thesis is as follows:This paper is composed of fourl chapters. The first one expatiates that the transferring of the millions and millions of surplus labors from villages into non-agricultural sections not only contributes great to creating social values, but also it helps to reduce the agricultural population, to increase agricultural productivity, to reform the dualistic system in cities and in villages, to regulate the social structure, to build harmonious society and to realize the modernization in our country. It gives us a comprehensive explanation to the theory of the transferring of the surplus labors and volunteers some proposals. In the second chapter, it briefly analyses the transferring course, the transferring characteristic of the rural labors of China and the areas distributing and transferring of the surplus rural labors in Hubei province. The third chapter examines the present transferring situation of Zhong Xiang city and makes a study of its economy. Based on surveys, it looks into Zhong Xiang's agricultural manufacturing, industry science and educational bases, the cultivation of its natural resources. It also analyses its transferring problems. The forth chapter raises the proposal of improving the situation of transferring of labors in Zhong Xiang city.Facts and analysis indicate that Zhong Xiang city have transferred 150000 people from village into non-agricultural sections by various means. While the existing problem is that the transferred labors are low-employed, unskilled and most of them are just exchanged among the villages. As the result, we must attach more importance to the "three unity" in order to improve the smooth flow of labors - the unity outside and inside cities; the unity at home and abroad; the unity of transferred export and regained import. We must improve the industrialization of agriculture with the help of industry; we must stimulate the growth of urbanization and the development of the third industry; we must greatly develop the characteristic industry. It's suggested that cities and countries should co-operate together in order to hit the target of transferring of the labors, then we can finally improve the economy both in cities and in countries.
