Economics Analysis Of Floating Of Rural Labors

The rural labor transfer to non-agricultural industries is an inevitable law of the development of economy and society, and an inevitable trend of realizing industrialization and modernization in our country. The rural labor flow is a key issue, which will make much difference whether full construction of a well-off society and modernization can realize. It is too an issue of strategic and overall importance to the social stability and the society progress in our country. What is more, it is an important task demanding prompt solution. Therefore no matter from the section of the development of economy and society or the section of the academic research, we must attach great importance to the issue. This paper adopts a few research means such as comparative analysis and a concrete analysis of concrete conditions. I expound the present conditions, traits of the rural surplus labor transfer, and the influence made on the society. In addition, I anatomize the main problems which exist in the process of the rural surplus labor transfer and the causes. Based on these items I would like to give some advice and find some ways to promote the rural surplus labor transfer, which could be suitable to our national conditions.First, by analysis of the division labor market, we find the farmers in our country that they are force to"enjoying"double exploitations——the"self-exploitation"and"system-exploitation"double exploitation. And there are too many rural labors need transfer to non-agricultural industries. Secondly, this paper builds a model to explain the phenomena of the rural labor floating. The results indicate that the main reason that the rural labors floating is the farmer Labors structure. And the number of rural Labors is also a key factor to the rural labor mobility. Finally, this paper discusses difficulties in rural labor flow. Although the flow has a close relationship with the outstanding goal of achieving China's all-round well off society and modernization , a lot of disadvantage obstruct it , Such as the rural land system, the quality of the peasants, the urban unemployment and so on.This puts forward the basic thoughts and measures that propel the orderly rural labor flow .The state should update the old household register System in order to eliminate the barrier between city and countryside. Therefore, the state should establish a unified labors market and reach the equal employment opportunities for all labors; Training for them should be strengthened in various ways, letting them master a skill and improving their educational level, in the hope of helping them make their living in the city. Besides, the land circulation system should be carried out .this will spur some farmers to settle in the city and help finish the shift from farmers to citizens actually. In addition, this system is beneficial to appropriate scale of operation.
