The Empirical Research On Transferring Agricultural Surplus Labors In Western Regions Of China

The west region of China is not only a region that gathers lots of minorities, butalso a region with more impoverished people than other parts of China. The statisticsshows that there are still many surplus rural labors in this region at present. A numerousnumber of surplus rural labors stay in west region for many reasons. The fact that anumerous number of surplus rural labors stay in the west region, on one hand, leads to ahuge number of rural human resource being wasted and agriculture resources being overexploited, on the other hand, has a huge influence on their income in a negative way.Xinjiang, being a large part of China which gathered a great deal of minorities, has ahistorical responsibility to transfer out the surplus rural labor population and the act willbe typical in the west of China.Based on the background that mentioned above, this article applies a relatedmathematic model to calculate the number of surplus rural labors in west part of Chinaand then use relevant documents and statistics to figure out the number of surplus rurallabors which still stay in Xinjiang. In this article, the influences of insufficient oftransferring surplus rural labor have been deeply discussed: the huge number of surplusrural labor had twisted the industrial structure of Xinjiang; had decreased the income ofpeasants and had also impacted their consume and hence had enlarged the incomedisparity between urban and rural areas.At the same time, on the basis of analyzing the characteristics of the currentsituation of rural labor transfer in Xinjiang, this article analyzed the factors leading tothe deficiency of rural surplus labor transfer in Xinjiang by combining with its localfeatures, and at the end of the article, basic thinking and countermeasures of promotingsurplus labor force transfer in Xinjiang have been proposed.
