Study On Evaluation Of Social And Economic Benefits Of Shelterbelt Program

As one of the five tree species of the forest law in our country, Shelterbelt plays an important role in improving the ecological environment and the living conditions of human beings. China has always attached great importance to the construction of the shelter forest project. Since the "Three North" shelterbelt project was put in 1978, five shelterbelt projects followed to be started in the next 20 years. Now, the six shelterbelt projects are formed one of the six forestry key projects. So far, many of the studies on the shelterbelt projects are focused on the eco-efficiency, social and economic benefits are carried out much less.Firstly, this thesis studies the conceptions and the types of the shelterbelt, including the constructions and the development status of the shelterbelt system in China. On this basis, an evaluation index system of social and economic benefits of shelterbelt system was designed. Choose the entropy-right method and the efficiency coefficient method to appraisal the benefits of the shelterbelt system comprehensive. Then, this thesis choose the "Three North" shelterbelt project as the object, select 13 provinces or municipalities within the coverage area of the "Three North" to carry out empirical study. The results show that the social and economic conditions have been developed year by year, but differences still exist between regions. It afford a theory evidence for the following work of the shelterbelt projects.
