Research On Comprehensive Evaluation And Analysis Of Three North Shelterbelt Program In NingXia

Forestry ecological engineering is a construction project mainly focusing on afforestation and current forestry ecological community conversation in certain areas,which mainly distribute in large river basins,key windy-sandy region,ecological fragile region and fragile vegetation region.It aims on improving and optimizing the ecological environment,raising the living quality of people and realizing the sustainable development of this economic society. Based on the comprehensive analysis of the construction effectiveness of Three-North Shelter Forest project in Ningxia,our study made a preliminary evaluation on forestry engineering construction,pointed out the main problems existed in the project,and finally proposed some necessary countermeasures.The main conclusions of the study are as follows:The content,principles and methods of forestry ecological engineering evaluation were theoretically discussed.According to the evaluation theory of forestry ecological engineering, and combining with the evaluation principle of forestry engineering,an evaluation index system was established.By applying the first,second and third stage project of state Three-North Shelter Forest Project,the ecological benefits is 52 863.32 billion Yuan,economic benefits is 4 082.80 billion Yuan.the woodland area of Ningxia increased to the current 415 600 hm~2,forest coverage rate increased to 11.6%in 2005,the volume of live trees increased to 7 million m~3.The total output value of the forest raised from 14.91 million Yuan to the present 349.73 million Yuan, net income per farmer came up to 1823.1 Yuan,this initially formed an integrated forestry system dominated in shelter forest.Some problems do exist during the Three-North Shelterbelt Program construction:single afforestation tree species,seriously spreading of pests and diseases;lack of reforestation guidance standards;unstandard project management,deficiency of the investment standards; lag in scientific research,deficiency of technology professionals.Finally,the intensive business operations should be implemented and the proportion of native trees in Ningxia should be increased;improve the use efficiency of funds,and make these into process of the forest resource management and quality management,consequently improve the overall level of resource management and afforestation quality,scientific planning,implementation strictly and the same acceptance standards;the mimimum cost of reforestation and strengthen the technical training and the quality of the personnel,and other forestry measures.
