With the progress of human society and population growth the scale of the city is spreading.City construction should not only have the expansion in the plane but also has the developmentin the three-dimensional. Human activities are strongly involved in the natural geologicalprocesses and breaking the original balance of geological environment, which makethe city geological environment under more and more pressure and thus induced a variety ofgeological disasters and the environmental problems of city.The Quanzhou Bay area adjacent to the Strait of Taiwan.It is the importantdevelopment zone with the rapid development of economy in Hercynian Economic Zone and itsdynamics of city infrastructure construction has been strengthened.it is a verystrong representative in the eastern coastal city. The geological structure of the area iscomplex, the geological environment is fragile. The development of city will face seriouschallenges in the future. It is of great significance to the sustainable development of this areain21st Century to Research and reconcile the relationship between the geological environmentand city development as well as the scientific decision-making.To resolve above-mentioned problems the main research of this article are as follows:(1)The Quanzhou Bay Area of Quanzhou City, Fujian Province is taken as an example inthis paper. The investigation of this region comprehensively and the collection of the basicdata in many aspects as well as the study of the major problems of geological environmental inthe area are combining with the status of domestic and foreign research which made the ownresearch ideas and research methods. According to the local actual situation we choose the mostrepresentative factors and established an evaluation system which takes the naturalconditions, the seismic fragility, the engineering geological environment, risk degree ofgeological hazard and water and soil pollution as the evaluation index.(2)By using the analytic hierarchy process as the weighting method, established thesuperposition index model of suitability assessment on construction land use of theQuanzhou Bay area in the influence of geological environment conditions.According to thesuitability level the construction land will be divided into four levels.Finally this paper makes a comparative analysis between the suitable classification evaluationand the Quanzhou Bay area2008-2030plans and provides some reference for the study area hasnot yet forthcoming construction area, but also for the reference of other eastern coastal city of geological disaster risk assessment and land suitability evaluation method.The results show that, in most parts of Quanzhou Bay belongs to the constructionarea for better conditions. Conditions are relatively poor include not suitable and marginallysuitable construction area are mainly located in the hilly area and the fault zone in the westwhich are not suitable for the development and construction; there are also some marginallysuitable construction of the eastern coastal region which should not be excessive construction, ifyou need to build, you must to pay large quantities.
