China is rich in mineral resources of the country, but mineral extraction and destruction of a large number of tie up the land, forming a large area of subsidence, resulting in forest destruction and land air, water and soil pollution, destruction of the ecological environment in mining areas. Will be occupied by the destruction and to restore use of the land to carry out mine ecological reconstruction, protection of ecological environment in mining areas, mining areas in order to ensure the implementation of sustainable development strategies and development. Therefore abandoned mine land restoration research use is particularly necessary. In this paper, taking the wasting land in Fuxin diggings for the subjects, at first, analyzing the status of waste land rehabilitation and comprehensive evaluation methods used currently at home and abroad, surveying the conditions of wasted land, recovery, utilization and administration in Fuxin mining area. Making comprehensive comparison to several mainstream evaluation methods used currently, combing the previous paper about making use of wasting land in mine and the specific characteristics of Fuxin mining area, choosing the fuzzy comprehensive evaluation method to establish the comprehensive evaluation model of wasted land use in Fuxin mining area, and combining the expert scoring method and Analytic Hierarchy Process as the way to determine the index weight, carrying out fuzzy comprehensive evaluation to abandoned land use in Fuxin mining area, then obtain the evaluation result. At last, by synthetically evaluating the condition of the wasting land in Fuxin mining area, found some current problems of abandoned land use, and put forward rehabilitation measures and recommendations of these abandoned mine land for these problems.
