The Ecological Security Evaluation And The Measures Study Of Agricultural Sustainable Development In Jilin Province

The sustainable development has been a common goal of the world in the 21 century. The ecological safety , which is regarded as a part of country-safe, has also been a general issue sharing each country. Jilin Province is a large agricultural province, also is developing province, possessing definite advantage of agricultural resource. However, the problem of ecological environment is as well as austere, mainly as follows: imbalance of picking and fostering in the eastern forest, the decline of forest quality, the function of zoology gradually weakening; excessive cultivation in the east and mid, part of plantation suffering wreck, water and soil running off severely in local part, the organic content of soil reducing; continuous farming for a long time in mid part, the fertility of soil decreasing, superfluous fertilizer and pesticide being used, serious pollution ;the grassland in west part being destroyed, "three-trend"(that is sandy, salinization , degradating) becoming more serious; the main water areas of the whole province being polluted in various degree and water resource distributing asymmetrically; the mission of managing the urban environmental pollution becoming relatively arduous. In 1999,Jilin province committee , government put forward the idea of constructing ecological province and developing "the beneficial economy of environmental protection", as a result, assuring zoology and economy win-win through building ecological province. On April 28,2001, experts demonstrated and passed (The whole programming design of building ecological province of Jilin province) , indicating the construction of ecological province of Jilin province started formally. Therefore, guaranteeing the ecological safety of Jilin province is relative to the realization of building province and sustainable development of economy. The goal of this passage is, through rationally appraising the ecological safety of sustainable development of Jilin agriculture, to depict the state , degree and level of the secure zoology of Jilin province, making the ecological safety of Jilin province measurability and effectiveness, as well as offering foundation and guidance for setting down the strategy of sustainable development of Jilin agriculture and supervising the ecological safety.This ariticl depends on researching agricultural sustainable development , the ecological safety and ecological province , considering the theory of sustainable development , systematic theory and ecological economy as the academic foundation and exercising demonstrational and normative research to study the ecological safety of the agriculturalsustainable development in Jilin province. This article emphasizes the normative research. Analyzing data mainly come from relevant annals , researching results , statistical bureau , agricultural committee , the center of environmental information and so on. Comparatively analyzing method and integrate appraisement are adopted as the analyzing method.This article appraises, qualitatively and quantitatively ,the condition of naturally ecological resource , environmental quality and social economic resource of agricultural sustainable development in Jilin province. On this case, this passage analyses the main problems of advantages and existent of ecological resource about agricultural sustainable development in Jilin province. The aspects of estimate mainly involves in the resource of soil , water , forest, climate and social economy .When this passage appraises the ecological safety of agricultural sustainable development, it is mainly on the basis of the condition and peculiarity of ecological resource in Jilin province, according to the appraisal guideline of the ecological safety and the constructive frame of district agricultural sustainable development, considering the theory of sustainable development , systematic theory and the coordinating theory of ecological economy as the academic foundation, consulting several kinds of existing agricultural sustainable development and the appraising index system of ecological safety. Through this way, this passage designs appraising index system of the secure ecology of agricultural sustainable development of Jilin Province, adopts analytic approach of the level to ascertain the weight of every index and applies unsafe index of calculate models and comprehensive appraisal model to appraise the ecological security of agricultural sustainable development in Jilin Province.The key part of the thesis, through choosing 1993 and 2002 as appraising annually, compares and analyses the changes of the secure ecology of agricultural sustainable development in Jilin Province vertically. The appraisal results are as show: the unsafe composite index of ecology of agricultural sustainable development in Jilin Province was respectively 0.445 and 0.341 in 1993 and 2002, all in" more unsafe state", yes, the ecological safety degree of agricultural sustainable development in Jilin Province being obviously improved compared 2002 with 1993, but, comparing with the whole country, the degree of ecological safety is still relatively low. And according to appraising results, this passage analyses the main reason of improvement of the ecological safety degree of agricultural sustainable development in Jilin Province comparing 2002 with 1993 and the reason whythe ecological safety degree in Jilin Province is lower than the national level; through the appraise of ecological safety in nine cities, this passage also compares and analyses horizontally the difference of the ecological safety of agricultural sustainable development in every area of Jilin Province. The results of analysis show: the ecological safety degree of every area in eastern is higher than that of in the midwest and the index factors of the ecological safety among every city are different. On the basis of the ecological resource & condition and evaluation of ecological security of agricultural sustainable development in Jilin Province, analyse the effect that actions of man affect on the ecological security of agricultural sustainable development and ecological environment from history of exploitation > mode of went up > system, law and rule, ect.Finally, aiming at the existing question of the agriculture ecological environment in Jilin Province and the factors which affects the ecological safety degree of agricultural sustainable development, from several aspects, such as, pursuing the industrial policy, building the systematic support of fund input of managing in ecological environmental protection > setting-up the system of resource environmental protection -, constructing the supervision and incentive mechanism of ecoiogicai resources protection, this passage put forward countermeasures and suggestions to assure the ecological safety, so as to realize sustainable development.
