Archives online service which is based on archives websites and digital archives is the inevitable trend of development of archives service.But the study of archives online service is limited in China.And the emphasis of it is also far from enough. Foreign archives online service is better than China.Through comparative study of Chinese and foreign archives online service,we can find out what is the weakness of us, know how to do better, then promote the theory and practice of archives online service.Learning from e-government index system, government websites index system, library online service and digital reference service index system, according to Accenture e-government index system framework, this study constructs archives online service index system. The index system consists of service and customer service maturity. And the service maturity consists of service maturity breadth, service maturity depth and maturity of human service. Then according to the index system, China, the United States, Britain, Australia, Canada five countries and seven websites are selected, investigated and compared. By comparing, the study draws conclusions, finds out why we are weak and how to develop archives online service of China.The results show that there is a wide gap between the level of archives online service in China and abroad especially in the service maturity depth, maturity of human maturity and customer service maturity. Online service of website of the state archives administration of China is most unsatisfactory. According to research, our country needs legislation for archive online service, service awareness, development of digitization of archives and databases of archives, more online audio and video, improvement of online transaction processing, more educational resources, and uses of Web2.0.This study is designed to draw government departments'and academicians' attention to archives online service, and to promote the development of online service. In particular, the establishment of index system of archives online service could provide a reference and a basis for the follow-up study.
