Research On Emergency Response Plan Workflow And Inter-Organizational Cooperation

Emergency Response Plan (ERplan for short) is the scientific plan and scheme which was made in advance by government or enterprise for carrying on the emergency succor efficiently and effectively and bating the incident loss. Currently, the approach for the development and storage ERplan is generally text-based. Text-based ERplan is always confused description, unclear responsibility and hard to carry out. Workflow technology provides a framework for the model analysis, establishment, management, operation simulation. In order to solve the deficiencies of the text-based ERplan, introducing the workflow technology into emergency areas and providing a solution for model analysis, establishment, management, operation and inter-organizational cooperation of ERplan workflow will make great sense.This paper proposed a reference model of emergence response plan workflow on the basis of ERplan and workflow model proposed by WfMC to provide theoretical guidance for the digitalization of ERPlan. Firstly, this paper showed the theoretical modeling of business process enacted in Tianjin overall ERplan with Petri Net.On this basis, the paper designed and implemented the ERplan workflow designer based on Microsoft WF. The workflow designer can be used to design the ERplan workflow which can be understood by computer without any manual coding.This paper presented the designing and implementation of the host web application for ERplan workflow which goes along with the workflow designer under the guidance of the ERplan reference model. Furthermore, the paper proposed the solution for the coordination of inter-organizational in emergency areas based on Enterprise Service Bus and presented the implementation of the prototype of emergency collaboration platform.
