With the company's rapid development and business growing, enterprises are facing more and more unexpected incidents.Because of the sudden of the emergency, the most important requirement of Emergency treatment is to be able to quickly give specific appropriate control measures, and ensure the orderly conduct of Emergency treatmen to exclude accidentthrea in the shortest period.Traditional paper plans have been unable to adapt to rapid reasonably deal with emergency,so trend in enterprise is in the development that applying the fast and powerful computing and transaction processing capabilitie of computer to various types of emergency response plans for the implementation of modern management.Based on the current status of emergency preparedness system,the paper sum up the four characteristics of emergency prepatedness system, and design innovative applications to propose a workflow-based system. In this paper, we use Petri net for Modeling Workflow and use of lightweight J2EE technology framework, through the presentation layer using Struts as the control framework, using Spring to handle the direct relationship between business and the introduction of Hibernater as relational data and objectsmapping, to meet the requirements of rapid development.In this paper, four technical ideas based around the features needed for emergency response systems, combined with contingency plans for various technical means to achieve the core modules.By contrast to existing workflow engine, we adopt the implementation plan of JBPM-based workflow engine, and extend and increase processing stages and mounting process based on JBPM.Flowchart editor to change the traditional process of monitoring and implementation design pattern, Adopting Ajax technology combines visualization VML editor to implement flowchart editor to define the process flow to change the traditional process of realizing Process Editor, and Ajax-based persistent mode of communication to resolve the browser and server based on the mutual persistentCommunication to monitor the processes running, and its effective management. Also the paper propose the principle of improving the critical path reduction algorithm and proposed algorithm for real-time recalculation of the workflow model to seek more effective management of time constraints and full use of the workflow in handling emergencies advantage.
