Modern communications technology and network technology provide new space for the rapid development of the Internet community. Since the existence of Web2.0, a lot of people prefer Web2.0 era to the Internet age.According to statistics, 75% of 80% of the learning occurs in the informal organizational activities. Informal learning gets more and more attention and develops rapidly in the support of the new technology. The author concentrates on the change of informal learning form as well as the characteristics of informal learning.On the basis of the conclusion of the informal learning theory at home and abroad, the author defines the concept of formal learning and informal learning. Studying the development of Web2.0, the authors put forward there are two kinds of informal learning under the Web2.0 Environment, that is, PLE (the Personal Learning Environment) and the Virtual Learning Community.By the way of action research, interviews and survey, the author studies Benefit Society (Edu2Do.com) which is a new network of learning organizations, presents its development process, membership, the current state, organization activities and participation form.Combining Societies theory and informal learning theory, the author summarizes the characteristics of virtual learning communities and proposes the elements in the Web2.0 era on the basis of informal learning virtual learning community. There should be three dimensions that are individual, tools and activities. Then the author makes survey in the Benefit Society to verify the view.The innovation of this paper lies in the three dimensions, which has a certain conference on studying the Virtual Learning Community of the informal learning.
