With the popularization of computer and the fast rapid development of Internet technology,China has already been in a fire-new Knowledge Economy times,a great deal of newly appeared development is together changing the current view of the education and study based on Internet. These developments include the WEB 2.0, and the essence change of Internet topology,E-learning and network learning based on social network technology; the development of Personal Learning Environments ( PLE);new information about how brain learn; and the recent focus on emotion learning and learning environment. With the popularization of computer and the fast rapid development of Internet technology, the teaching method has been developed; the Personal Learning Environments based on Internet——make learner more Internet and the learn-model surrounded with the learner has wholly changed the Internet teaching. The learning networking has gradually been the core element of learning. When this kind of society comes, people face the unsure learning environments make up of multi networking. Which people can be ensure establish Learning Environments themselves, which is PLE.Based on WEB2.0 technology, this paper will promote the designing methods and basic tactics for Personal Learning Environments (PLE), with the help of a variety of social software. In this process, the author will design and carry out the PLE under the system of the Internet after analyzing some relevant thesis and PLE typical cases.Directed by System Science Theory and proved by the mindmanager of PLE through practical design, this paper will further confirm that the foundation of PLE has a profound meaning to us nowadays when the normalization has swept the globe and lifelong learning has become a common belief. This paper will be divided into five parts.Part I: The relevant concepts about PLE. This part mainly introduces the concepts of Learning Environment, informal learning, PLE, and the characteristics of PLE.Part II: The theoretical principles of PLE. This part tells the substantial theoretical principles of PLE, including constructionist theory, knowledge management theory, distributed cognition theory, Connectivism, Complex Networks, Six Degrees of Separation.Part III:the technology support Logos of PLE. This part introduces what is the social software and the analysis of its service conditions. Besides, it also compares several common social software for constructing PLE.Part IV: By analyzing and studying some typical cases, this part tries to construct its own PLE.Part V: The construction of PLE. According to the basic theory for constructing a PLE, this part puts forward the main methods and basic strategy for constructing PLE, summarizing the impact on the construction from social software, the functions in different scenes and the meanings of constructing PLE, and looks forward to the deeper findings next step.
