Through the analysis of current situation of the course of letters and visits to the people's governments in China and the information of the departments of the people's governments, this article puts forward setting up a three-level-information-system in the following three levels of the people's governments, the level of districts or counties of city, and its higher level, a city divided into districts, and its lower level, towns or agencies of districts or counties, which can realize presenting, accepting, handling, supervising and urging the handling of letter-or-visit matters. This is favorable of the letters and visits of citizens or villagers, unblocking the channel of letters and visits, standardizing the orders of letters and visits. This is favorable of the innovation and developing of letters and visits.On May 1, 2005, the Regulations on letters and visits was effectived. The article of the second chapter of these regulations is Channels for letters and visits, and the construction of national information system of handling letters and visits was in these regulations. These declare that it's people's governments at all levels' responsibility using information technology to unblocked the channels for letters and visits. Using this information system, a lot of work on service for the people can be done. The way of service can be realized not only through correspondence, phones calls, visitors, but also E-mails, touching screen. The way of informing people who send letters to governments or visits governments at all levels and the relevant departments of the people's governments will also diversified. This will convenience the letter-writers and visits knowing the progress of matters they've put forward.In the article 6 of the Regulations, Any people's government at or above the county level shall set up a department for letters and visits. The relevant department of the people's government at or above the county level and the people's government of the town or township shall, according to the principles of facilitating work and creating convenience for letter-writers and visitors, respectively assign a unit responsible for the work regarding letters and visits (hereinafter referred to as the unit for letters and visits) or individuals the specific reasonability for work in this field. The department for letters and visits or any other relevant departments of the people's government at or above the county level shall, in a timely manner, input the complaint lodged by a letter-writer or visitor into the information system for letters and visits. The letter-writer or visitor may, on the strength of the complaint acceptance certificate issued by the administrative organ, go to the department for letters and visits or the reception place of the relevant department of the local people's government to inquire about the handling of the complaint.According to the regulations on letters and visits and the procedure of receiving the visits and handling the letters, the information system of receiving visits and handling letters shall divided into these sub-systems: the matters-handling one, the reexamine and review one, the supervising and urging one, analyzing and statistics one, official documents and files one, special visitors and matters managing one, information inquiring one. This article discusses the design of the matters-handling sub-system.The matters-handling sub-system is composed of preliminary registering, judging matters whether or not duplicate, detailed registering, receiving matters, handling matters, supervising and urging matters, the result of the handling. And it's helpful to handling the duplicate letters and visits.With regard to a letter-or-visit matter which shall be handled and decided on by the people's government at the corresponding level or the department thereof according to their statutory functions and duties, transfer such matter to the administrative organ which has the power to handle it. These official documents all can be made in the letters and visits handling sub-system.The administrative organ which has the power to handle any important matter should feed back the results and submit reports on the results of the handling to the department of letters and visits. After the leaders of the letters and visits departments checking the reports, the letters and visits matters should be handled over. If the reports aren't passed, they should be returned to the administrative organ. These works has been realized in the information system.The developing language of this system is Java 2.0, the database is MS SQL Server 2000, and the operation system is Windows XP.
