Office of letters and calls has always been an important sector at all levels of state party and government organs. It is a special institution to deal with people's letters and visits and a window to understand the social dynamics, social issues and the people's wishes by leadership at all levels. As work on the petition scientific and standardized requirements continue to increase, manual work has become increasingly unsuited to the current way of dealing with complaints needs and the deficiencies are gradually exposed. With the increasing amount of data, manual storage and query has become very inconvenient, approving the transfer of the corresponding longer time. Huge waste of resources information can not make full use of registration data because of the large number of letters. With the increasement in the amount of statistical reports, human errors will inevitably increase, and the statistics can not be real and so close. These deficiencies led to a considerable sector of the letters and visits with heavy task, and the information is dispersed, which affected the decision-making on important and timely information processing letters, as the number of petition cases, slow processing, and even some contradictions intensify. The situations mentioned above have restricted the quality and efficiency of letters and calls work.According to these issues, this dissertation begins with construction needs analysis of imformationization from letters and calls work. The total structure and database design, workflow design letters and implement of BINHAI district's letters and calls management information system are discussed in detail. The system employs the B/S structure method based on .NET FRAMEWORK3.0 and is composed of five modules namely system management module, registration module case, the case review module, the module handling the case, check the statistics module. Petition working manage by business workflow mechanism, system uses the C # language and ASP.NET technology to build applications that use ADO.NET database connection technology and database data exchange, thereby ensuring the high efficiency from development to running. The system meets all needs of BINHAI district's letters and calls Management Information system, and resolves the problems such as inefficiency in data management and waste of resources much better. The system explores an effective way for the construction and the development of letters and calls business.
