This dissertation investigates the status of web-based instruction (WBI) in China and analyses the problems of the development and application of learning resources in the networked learning environments. An instructional-design-based integration of design and application framework is proposed for exploring the issues of learning resources for the network learning environments.Two main issues are involved in this dissertation, which are design and application. It includes four stages in this study.The first stage is theoretical interpretation. The relevant literature on the theoretical issues about online learning in China is reviewed, such as histories, definitions, for clarifying the research objects. The typical learning resources sites in China and other countries are analysed in order to synthesising their experiences of design and application. The theoretical foundation of design and application of learning resources in the network learning environment is induced and identified. Finally, the value and meaning of the theories are analysed for designing and utilising learning resources.The second stage is design-based research. The model of "status analysis -research framework - design model - case design" is proposed in this study. A case of online course is used for exploring the issue of "design" of learning resources in the network learning environments, which demonstrates how to realise a case design.The third stage is application research. A research framework of utilising learning resources in the network learning environments is proposed in terms of the literature review, which can be used for guiding case analysis. The application models and approaches are identified according to analyse the case teaching and application.The fourth stage is the evaluation of effectiveness. Questionnaire survey and interviews are applied for testing the feasibility and value of the teaching models and approaches which are proposed in the stage three in order to find out the effectiveness of design and application of case utilisation.
