Since 1980s, with the development of national economy and the establishment of the system of market economy, people begin to put more attention to the special commodity--power energy. But, the nonlinear, the instability and the unbalance of the voltage have become more and more serious due to the electronic device and other nonlinear load in power network. Based on a lot of literatures about power quality, this paper discussed the research and development of the multi-function power quality data collection system combining the lastest computer technology, information technology, automation technology, integrate circuit technology and micro-electronics technology. By the on-line and real-time data collection and analysis, the scientific evidence can be provided to improve the power quality, to formulate the policy of bringing the power quality under control as well as to supply the important data for later power quality control and the technical parameters setting for controlling device.Firstly, the paper analysed the development trend of the power quality research and the development requirement of the power quality data collection system. Aiming at the development actualities and problems of domestic and overseas's the power quality data collection system, the paper brought the three-layer model of the power quality data collection system: DSP data collection system, MCU data managing system and long-distance the power quality data monitoring and analysis system. At the same time the paper analysed and proved the advantage of the scheme in power quality data collection.Secondly, aiming at the particularity and complexity of forepart DSP data colllection system in the power quality data collection system, the paper deeply researched the design and development technology of the data collection , A/D conversion, tri-phase synchronous sampling and DSP processor module. Based these, the paper deeply researched the algorithms on DSP for measurements of power quality, and presented a algorithm for measurement of voltage fluctuation and flicker basing on IEC standard. The algorithm received good effect in experimentation of DSP. Then the paper presented a design scheme of ARM & Linux architecture, and researches the development of Linux device driver and drivers on Embedded GUI environment.Finally, based on the research results the paper successfully designs a power quality data collection system based on DSP & ARM.
