The content of this essay which is based on the research and design of the heterogeneous data sharing for medical systems provides a solution that can make the sharing of information between medical systems come true. With this solution, hospitals with different HIS systems can share medical data. One hospital can get the clinical diagnosis and treatment data of the patients resulted by any other hospital through the data interface provided by sharing center of which data can transform from HL7 into SDF(Standard Data Format) by the data conversion function. The solution can reduce the patients'double-checking effectively, save medical expenses and also avoid the waste of medical resources. To be convenience of the academic exchanges for the medical staff and also to improve the medical service level of one place, some other diagnoses and treatment with teaching value also can be put into the sharing center.April 6th,2009, the CCP Central Committee and State Council officially promulgated The Views On Deepening The Reform Of medical And Health System, which put forward opinions that by 2020 basic medical health system covering both urban and rural areas would be basically completed, generally a comparatively perfect public health service system and medical service system, a comparative completed medical security system, a comparative normative drug supply system and a comparatively scientific management system and operational mechanism of medical and health institutions would be generally established. In the new policy of medical reform, regional medical platforms such as medical associations and regional health cares are established.The solution in this essay solves the problems about information sharing technology of medical data sharing center whose establishment is the key point of regional medical platforms and provides technical support for the final actualization of regional medical platforms. The following are the main content about the actualization of the system.First, establish the basic structure and data template of standard electronic medical record(EMR) and health records. According to the Basic Structure and Data Standard of EMR which was released by the State Administration of Traditional Chinese Medicine of Ministry of Health of the People's Republic of China in December of 2009, establish the basic structure and data template of standard electronic medical record(EMR) and health records. The significance of the template is to eliminate the data differences between different hospitals and share the medical information by following the data structure and dependency relations.Second, study the transformation methods between standard data and nonstandard data. The second problem after the establishment of the basic structure and data template of standard electronic medical record (EMR) and health records is how to actualize the transformation methods between standard data and nonstandard data. The transformation between medical datas can be actualized by the XML-compliant Clinical document architecture specification supported by a new 3.0 version with HL7 standard, namely the Patient Record Architecture PRA.Third, build the regional medical information sharing data center. Build a medical data center adhering to the standard of Health Level Seven (HL7), which will be the transformation center of the whole regional medical system. Each hospital can be connected to the data center and get the medical information from it or other hospitals by sending service requests to realize the regional medical information sharing.
