The Analysis And Design Of A Centralized Treasury Payment System In Bureau Of Finance

With the further development of network technology in the whole world, information technology has become the primary means of doing business for the government, enterprises and all other social entities,. Government, as the largest owner of the information society, government information technology has become an inevitable trend of the national strategy development. The gradual development of market economy and the gradual establishment of the framework of public finance, finance and treasury management system reform has become an inevitable choice of history. At present, China is still in the exploratory stage about how to use information systems to reform a centralized treasury payment system in the finance system, and in particular, how to use the management reform model of the Treasury Department in Bureau of Finance and its information systems, so it is necessary to further study the design of a centralized treasury payment system.This paper as an applied survey, taking fully into account the current needs of China's financial reform, based on J2EE three-tier distributed application platform, separated the user interface, business logic and data resources and designed a centralized framework for payment system aiming at the specific development process for the current tailored to the specific business situation and combining with fiscal reform of Bureau of Finance in Jinzhou District. to design this system. In this paper, the background of a centralized treasury payment source and current situation at home and abroad were introduced and the business requirements were analyzed combined with the status of centralized payment system of Bureau of Finance in Jinzhou District, at the same time, system design principles, the design mode, the system used by the business norms and technical standards were given; then, through the technology routes of the system, business structure and deployment of specific aspects of the construction, the paper described the overall structure of the system design; it also elaborated the system function design in several aspects such as the transformation of the People's Bank, the treasury cash management and ID authentication; it completed the design of a centralized financial payment system and work flow system and module, and defined the structure of key modules; at last describes some of the design of the key modules of the system and implementation. Connecting with the development needs for the treasury information technology of Bureau of Finance in Jinzhou District, the paper designed the Treasury Department's centralized payment system. The design of the system, combined with the real business needs of and achieved the basic functions of the record of target, planning,…, authorizing the payment and direct payment. Up to now, the system has been already in use Treasury Branch of Bureau of Finance in Jinzhou and 106 budgets and related banks, which improves the efficiency of the financial sector and service level, to and shows the effectiveness of information management of finance and treasury business.
