With the further development of the network technology which is based on the Internet all over the world, Info Tech has been the main ways to deal with business of all the parts of the society such as the governments and enterprises, etc. Electronic government affairs are prosperous throughout the whole world, which not only exerted great influence on the operative process and ways, but also quickly penetrated into every fields of the social life. Government is the biggest owner of information, and its informationalization has been the inevitable tendency of national informationalization stratagem. Meanwhile, it also became one important way for the government departments to reform administration, to improve administrative efficiency and to change the government functions. With the development of our market economy and the establishment of financial frame, it has been the inevitable choice of the society to reform the financial administrative system. At present, the treasury centralized imposition and payment system is the basic practice of the finance standardization management all over the world, but in China, how to reform the treasury centralized imposition and payment system by using information system, especially the reform mode and application of information system in the cities, is on the probing stage, so it is necessary to further study the treasury centralized imposition and payment system.This thesis is an applicative study. Firstly, it begins with the public finance theory and the foreign treasury centralized management practice, points out that the treasury centralized imposition and payment system is the core of reforming our public finance management. Meanwhile, it comparatively analyzes the disadvantages of the traditional treasury management and the advantages of the treasury centralized system. Moreover, with the application of J2EE technology in software of the development of treasury centralized imposition and payment system, and with the examples of developing the software of the treasury centralized imposition and payment system, this thesis introduces the system need, the system structure, and the design of modules, including the database structure design, the group structure design and the program procedure, etc. And it illustrates the Java mode and the MVC system frame.The main part of this thesis is to introduce the design, the realization and application of the treasury centralized imposition and payment system, to introduce the database structure, web structure and the data control, thus the fund can be naturally circulating from the target, plan to payment in the financial departments, banks and budget departments. The system design is based on PLSQL Developer, BEA Weblogic Platform 8.1, oracle database, etc, stores, controls and guarantees the data by J2EE. And the budget departments connects the database by Bs, and the finance departments and banks does this by Cs, thus a large-scale internet base is established.The design and development of this system suits the need of treasury informationalization development, further satisfies the needs of the financial branches, banks and budget departments in the aspects of fund payment, data inquiry, etc, improves the efficiency and service of the financial departments, and shows the achievements of the treasury informationalization administration in our city.
