According to the daily business and operation process of the centralized national treasury payment of Jinan City, this thesis analyzes the overall requirements for the centralized payment services system and sets its main functions: executable target management, financial plan management, authorized payment management, banking liquidation management, payment refund management, general inquiry management and the system management, and introduces the system requirements in detail by flow charts and case diagram.Based on the requirement analysis, this thesis completes a centralized national treasury payment system architecture design, including the deployment architecture, functional architecture and logical structure. It proposes "central processing mode" solution through municipal internal financial network and deployment by electronic government special network. It also completed the detailed design for the main business modules of centralized national treasury payment system including the system category diagram, sequence diagram, data structure design, and supplementary documents for detailed design, etc. Finally, the thesis describes the main functions interface of the system and its technological implementation..The system is basically accomplished financial business process design and its application. The application of the system can simplify funds disbursement process; standardize bank accounts management; improve the fund efficiency of the budget units, as well as the efficiency financial resources; reflect the financial capital expenditures more accurately and quickly; strengthen the regulation of budget implementation and improve the overall financial management.
