Research PurposesThis study knew the basic conditions, public health services, as well as the state of public health human resources of the community health service center in Futian District of Shenzhen from 2004 to 2007, and analyze existing problems of public health human resources, and put forward correlative measures and countermeasures which improved the shortage, so as to provide basis for the health administration departments and community health service center to make policies of public health human resources of community health service.Research MethodThis study has used methods which including literature research, scene research and consultation of specialists. First, confirm the content and range of public health human resources of community health service. Make research about public health human resources in Futian district. And then input and coordinate the data collected, use the Microsoft Office Excel 2003 and SPSS 13.0 to do statistical analysis and do descriptive analysis of the results.Results1. The status of the public health human resources:1.1 The general situations:The doctors are more than nurses, the formal workers are few, the employees are more than a half. In 2007, the most medical technical staffs are young and middle-aged, the 20-40-year-old group staff account for 69.6%. The woman physicians account for more than a half, almost all nurses are women. The number of doctors and nurses per center, as well as the number of doctors and nurses per million populations are decreasing.1.2 Staff qualifications:Technical secondary school background or below account for a larger proportion, the next is Junior college, undergraduate education has accounted for a certain proportion, the post-graduates are few each year; most personnel are primary and intermediate title, the advanced title accounted for a smaller proportion, the proportion of non-Title is increasing; the specialty of clinical medicine and nursing account are for the largest proportion, the others are few.1.3 Training:Almost all new staffs have participated in the pre-service training, each person can obtain continuing medical education and other training many times per year. Up to 2007, the rate of job training of general practitioners and nurses are 62.6% and 72.4% respectively.2. The development of public health services:More than half of the Community Health Center within a Service radius of 1 km; The proportion of temporary residents is greater than household population, and floating population account for a certain proportion; More than half the community health service centers which business housing are less than 400m2; However, lack of public health services equipment, such as rehabilitation equipments are insufficient regarding to the standard, the rate was less than 20%; The income was business income and financial allocation mostly, but the proportion of the latter was low.Conclusions1. The effective experiences and practices in Futian District.1.1The introduction of talent: open up the green channel to the introduction of the high-level health professionals. Establish flexible mechanisms of the introduction of talent, opened recruitment, and signed an employment contract. Employ professional and technical personnel according to the needs of work.1.2 Evaluation and prompting: Evaluate employees in the period of employment and annual, Do the post examination to the on-the-job. The results linked to the promotion, job recruitment and wages directly. Establish incentive mechanism of teaching and talent.1.3Training: Train the technical backbone and academic leaders, mainly job training, emphasis on go out training, multi-level and diversity; the implementation of general practitioners and public health physicians standardized training, full-job training and guarantee the treatment of the trainee. 2. The shortage of public health human resources in Futian District.The number of staffing is lower, which the number of general practitioners are less than the national standard; in particular, the lack of public health physicians; the number of nurses needs to be improved; Although the quality of personnel was optimized, need to be further strengthened; formal workers is relatively low; lack of scientific reasonable staffing standards.3. Promoting community public health resources development:Reform and improve the configuration standard of staff, adjust the structure of personnel, such as the increase of general practitioners, public health doctors, nurses, etc.; improve the personnel system and increase investment in order to enhance the stability of staff; transform the idea of person's work to the community's work ideas, and explore the establishment of continuity enhance the quality mechanisms of community groups' intervention. |
