| Objective:To learn the Present Situation of Essential Public Health Services by different holders, and comparing people satisfaction、disease control effect. Analyzing the factors restricting the development of non-governmental community health service centers, to put forward suggestions for further clearing direction for the development of CHS, improving community health service system in China.Methods:This study used some qualitative and quantitative research methods. Literature research and qualitative interviews were used to learn the main policy of Essential Public Health Services; through contextual inquiry to learn the Present Situation of Essential Public Health Services by different holders. The main data analysis methods were descriptive analysis, T test, Mann-Whitney tes、chi-square test, Fisher exact probability test. EXCEL2003was used to set up databases, and SPSS17.0was for statistical analysis.Results:The essential public health services were provided by different holders had no significant difference,and had the same standard level, meanwhile the people satisfaction were better than governmental community health service centers. The reasons were:the non-governmental CHSCs operated with good flexibility, the compliance of residents was better than governmental community health service centers; they worked well under pressure by using their own reserves to pad support essential public health services.Tactics and Suggestions:(1) adjudge properly funds for essential public health services;(2)non-governmental CHSCs need to be brought into regional health planning;(3) government leading the external coordination of essential public health services;(4)strengthen health management for the old and raise the satisfaction;(5) respect the ability promoted for public health human resource, strengthen services ability;(6) establish mechanism of internal coordination in non-governmental CHSCs, to improve work efficiency. |
