With the development of our society and economy, medical service trades are undergoing profound changes in services market, value orientation and operation of management, many hospitals are applying themselves to business process optimization, in order to obtain higher efficiency. The optimization and reengineering of medical service is an inevitable trend. Any medical institution has the powerful capabilities of business process reengineering and the ever-changing and improving process technologies which satisfy the patients, can it continue to create advantages for sustainable development.Objective:The business process reengineering of hospitals is mainly concentrated on the process of medical services, but the executive department is one important link of the chain in the development of hospitals, it plays the important role of connecting link between the preceding and the following and communication both inside and outside. This research studied on the present status and the weaknesses of the management business process in those nation's major hospitals, and then optimized the process of the executive departments. It has built the business process models of executive departments in hospitals, which can provide the other hospitals with consultations.Method:The study selected the 23 large or medium-sized hospitals. Its hardware and software environment are fundamental to the scale of 6I. 6I is information intelligence internet intranet international. The two forms of investigation are questionnaires and interviews. Because of the complexity of the executive departments, this investigation selects only three function departments, including the Personnel Section, Information Section and Finance Section.The author, in each hospital, selected one or two of the senior management, and chose one or two chief or deputy chief from three targeted sections. The author takes interview them by face-to-face talk or telephone. The main contents of this investigation are the cognitive of the strategic goal of hospital by them, the difficulties of hospital development, the acceptance of hospital changes, the satisfaction of hospital, and the awareness of the business processes of hospital. There are 65 questionnaires issued, and all of them were recovered. There are 63 valid questionnaires, effective recovery is 97%.The author issued 3~4 questionnaires to three selected function sections in every hospital. The main contents of the investigation are the status of the section process. And found the"bottle neck"process. There are 280 questionnaires issued, and 265 of them were recovered. There are 259 valid questionnaires, effective recovery is 92%.According to the investigation results, use the value-related analysis model to analyse the target of the various sub-processes in the hospital management processes. Clear the value of all processes and activities, and paint the flow chart to reflect the relations of the management activities of internal hospital and the processes linked by the collection of management activities.Conclusion:Through the investigation and analysis, the problems of the executive departments were found to be relatively fragmented, with no fixed pattern, lack of automation and efficiency. In order to settle these problems, this research made use of informational management, scientific distribution and human oriented services to re-integrate and optimizate the existing business process, and put forward the business process patterns of part of the executive departments in hospital. The process flow charts can be used to analysis the value of the activities in the processes, and divide them into value-added activities and non-value-added ones. All these can effectively reduce the time internal and external people used in the executive departments, improve the efficiency of the departments and expand the social impact of the hospitals.
