Background:The study is paid attention to polices, one kind of the special population, because they are often in the first sight of the emergency situation and can provide first-aid in pre-hospital emergencies. The purposes of the study were to investigate the level of the polices'first-aid knowledge and skills in public emergencies and to identify its current problems and the causes, then to explore effective strategies of training and management to improve the status of the polices'first-aid knowledge and skills in ChangChun city. The study can provide database to the further researchers and help the governor to train police staff in the area of pre-hospital emergency effectively.Method:A investigation design was used in this study to examine the level of the first-aid knowledge and skills of polices in public emergencies from November 2007 to June 2008. A non-random convenient sampling of 304 policemen were selected as the subjects of the study. The subjects were 194 patrol policemen and 110 public security policemen who were from the different five district of ChangChun city. The investigation was made up of two parts, one is an objective test about knowledge and skills of pre-hospital care which including trauma care, BLS, poising, drowning, heat stroke and electrical injury; the other part was using questionnaire that developed according to the domestic and foreign literature. The questionnaire was consisted of three parts: first is a demographic profile (to obtain personal demographic information), second is a self-evaluation of the level of the first-aid knowledge and skills, the last are questions about first-aid knowledge and skills training.The main content of the study were collecting the data of the subjects'general information, describing the subjects'test score and their self-evaluation of first-aid knowledge and skills and their training activities in the latest five years, and then getting the effective strategies from comparing the subjects'differences of the first-aid knowledge and skills within the different ages, work years, professional ranks and education backgrounds.Data were analyzed using the Statistics package of Social Science (SPSS13.0). Frequencies distribution, ANOVA,χ2-test, Correlation analysis were performed in data analysisResults:The average total score of the subjects'first-aid knowledge and skills is under 60, only 39.2% people pass the test. CPR part get the lowest score, only 7.8% people pass this part of the test. There were some difference between the patrol policemen and public security policemen in the trauma care, BLS, drug poisoning emergency and electric injury emergency parts. There were no differences between the subjects with different work years, professional ranks and education backgrounds in the first-aid test. There were some differences between the subjects with different work years, the subjects over 15 was more higher than the subject under 15 in their self-evaluation of the first-aid knowledge and skills and there were no differences between the subjects with different ages, professional ranks and education backgrounds.84.5% of the subjects thought the first-aid training was significance. 61.1% had great anxious to get the first-aid knowledge and skills. The most frequently cited areas are trauma care and CPR training. 71.3% of the subjects said they had never attended first-aid training in the latest five years.Conclusion:From the results of the study three conclusions were indicated: First,the passing rates of the first-aid knowledge and skills test is very low, especially in trauma care and CPR, which can not meet the needs of pre-hospital emergency. Second, update the polices'sense is the key to improve the current status. Based on findings of this study, implication for policy making was presented as following:1. Bring the first-aid knowledge and skills education into the formal police education system and setting up a evaluation system for polices about the first-aid skills and establishing a supporting system about the pre-hospital emergency for polices are all necessary. 2. The continuing education of the first-aid knowledge and skills should be strengthened in order to improve the polices'emergency abilities.3. The first-aid training should be carried out according to the different kinds of the police.
