As the socialism market economy flourish, the people's material living standards have been greatly improved, and the required services from the hospitals and medical staff have been growing, the majority of patients have not been satisfied with merely timely, correct diagnosis and treatment, the patients hope to require good service attitude , convenience, cleanliness of medical treatment environment, a good doctor-patient communication and medical service's reasonable prices. The 21st century is the century of knowledge-based economy, is the age of information, as integration with the world economy, the market economy's development , state-owned hospitals as "the emperor's daughter" have been pushed to the surging tide of the market economy, China's medical and health reform and the development of hospitals will meet a new opportunities and severe challenges.To break the single medical economic system, to explore the reform's road of the economic system of diversified medicine, private hospitals, stock hospital and the hospital system any further, the various economic forms have emerged one after another, the medical market is undergoing an unprecedented agitation and change in the history of China. Currently, China's public hospital management also have heavy traces of the planned economy, the concept of aging, management mechanism is not flexible, much higher administrative intervention, especially in human resources management more prominent, the mainly phenomenon include aging of personnel management knowledge, lack of scientific performance assessment, a lack of competitive pay distribution , the enthusiasm of the staff is not high, high-sharp talent scarcity and existing brain drain. Therefore, in the prosperous development of diversified medical markets, in a variety of hospital forms of ownership coexist today, how can the public hospitals out of the bureaucracy, to excel in a fierce competition, and provide better serve for the people, is the urgent and relations of the broad masses of people's livelihood and health event.Based on analysis of the human resources status of the People's hospital of Zengcheng in Guangdong province, the article analysis the questions of the management of human resources in the public hospitals profoundly, raise the specific programs of reform and development of human resources in the People's Hospital of Zengcheng, which living in the Pearl River Delta, with the specific circumstances presented in the socialist market economic system. it expound in detail the concept, annotation, system and goals, standards, and a reasonable theoretical basis for the assessment of the performance and pay of modern hospitals from the theory, objectively discuss manage role of the performance and pay of modern hospital, discuss the correct strategic planning of human resource in hospital and how to foster a people-centered concept, development of the greatest potential for staff, implementation of effective human resources management strategy, to provide policy makers with a scientific guide.
