A Study Of The Countermeasures For The Community Health Service Development In Kaifu District In Changsha

The city community service is a grass roots organization that takes the people's health as its center, people's health need as its guide. The development of the city community health service not only can raise the equity and efficiency of the health service, but can control the unreasonable growth of the medical treatment expenses as well to raise the residents' healthy level. The development of the city community service is the urgent demand for solving the existing problem of "seeing a doctor is difficult as well as expensive". The efficient short cut to keep its system structure in balance, the intrinsic need for carrying out the work policy of "prevention for lord" and strengthening the public hygiene system construction, the basic path for adapting the disease family change and for everyone to possess the equal right for health care, the urgent request for building up the towns and cities residents' medical treatment insurance system, the effective measures to enrich the contents of the city community construction, ensure the nation to develop in a stable and prosperous way.This paper focuses in the investigation of the problems in the development of the community health service at Kaifu District of Changsha in order to explore effective countermeasures for the sound development of the community health service at Kaifu District and provide basis for policy making in building Kaifu District into a national model for community health service, and then help promote the sound, sustainable development of the community health service at Kaifu District.Firstly I elaborated the definition and characteristics of community and community health service and made an introduction to the relevant Chinese policy and regulations about community health service.Secondly I introduced the achievements in community health service at Kaifu District made since the beginning of 2002 and pointed out the difficulties and problems in the aspects of government's role, management system, management methods, human resources, legal construction, developing level and so on.Finally I came up with the suggestions for the sound development of community health service in Kaifu District in the following 6 aspects: clarifying the role the government should play in community health service; rationalizing the management system in community health service, improving the human resources management; accelerating legal construction of community health service; building up innovation improving the residents' satisfaction and making brand names of community health service.To sum up, it is important policy and policy to promote community health service development. It is necessary that the government should take the lead, the management system be rationalized, management method be improved, the organization and human resources be strengthened and social resources be mobilized to realize sound development of community health service.
