Research On Business Model Of Community Health Service Performance Management

Objectives:This study is to survey theory and practical experience related to community health service performance management, analyze construction demand of community health service performance management system and business activities, and then based on UML build performance management business model from the perspective of information engineering methodology technology, and at last carry on applied research.Contents:1. Related theories and practical research. Summarize current theories and practical research of community health service performance management, and gather relevant policy documents.2. Business and User Demand analysis. Investigate the demand of community health service organizations, identifying the main users and business demand of performance management system.3.Build business model of community health service performance management. Analyze business activities of community health service performance management; research the key combination of knowledge base, model base and business activities of performance management; based on UML build performance management business model from the perspective of information engineering methodology technology.4Applied research on community health service performance management business model.Research systemarchitecture, functional modules and functional role of community health service performance management information systems.MethodsIn this study, literature research and field research were used to summarize the relevant theoretical and practical experience of community health service performance management. On this basis, critical success factors was applied to analyze demand of community health service performance management including user analysis and business analysis. Then, in the guideline of information engineering methodology and expert advice, UML technology was used to build business models. Finally, expert advice was used to conduct applied research of the business model.Results1. Demand analysis of community health services performance management.(1) user needs analysis:build the role of relational tables which describe the relation between the business activities and institutions, understand actuators of the business activities and their characters, and determine the main information service needs of users.(2) Business requirements analysis:carry out research from business management needs and administrative needs.2. Building community health service performance management business model.(1)the study of business activities:through analysis of business processes, this study divides5function area including performance plans, performance evaluation, performance evaluation, performance feedback and result application, and extracts8classes and a total of27basic activities.(2) business modeling study:put information engineering methodology as a guide, the study describes Logical relations of internal business activities among performance plans, performance assessment, performance evaluation, performance feedback and decision-making management, as well as the binding mode of the knowledge base, model library and related business activities.3. The applied study of community health service performance management business model.Based on the study of community health service performance management business model, the study designs community health service performance management information system, including data management, business management, decision support, database management model4functional modules and11sub-function modules.SummaryThis study completed the analysis of the user requirements and business needs of the community health service performance management. Based on the demand analysis, information engineering methodology as a guide, the study builded the community health service performance management business model. Performance planning, performance appraisal, performance evaluation, performance feedback and the results of application were integrated into an organic whole by using UML modeling technology, to solve the current problems including emphasis on performance appraisal, performance management business process not clear. Considering the community health service performance management appraisal system and funds allocation are not completely consistent in various areas, this study also discusses how to design the fund calculation model, evaluation benchmark and knowledge base funds and the way to embed them in the business process in order to realize the whole process of community health service performance management and at the same time improve the performance management flexibility and intelligence. Finally, based on the community health service performance management business model, this study designed the community health service performance management information system.
