Study On Management And Regulation Of The Services Of Traditional Chinese Medicine Administrative Approval

Traditional Chinese medicine (TCM) is one of the most important components of the world medicine. It has thousands years practice history and formed its self-contained theory system and specific curative effect. It has contributed great to the Chinese health care enterprise and people's health improvement. But with the introduction of the theory and techniques of the modern western medicine, the contradiction between tradition and modernization of the theory and practice of traditional Chinese medicine is emerging. Especially after the establishment of socialistic economic market mechanism, and obeying the economic profit oriented trend, traditional Chinese medicine is encountering many problems and challenges, such as the development obstacles, and the difficulty to survive and continue, etc. The status is: present health service laws and regulations are based on the development model and characteristic of modern medicine, but give little attention to traditional Chinese medicine, and this limits the development of traditional Chinese medicine services; on the other hand, there are some aspects of traditional Chinese medicine which present laws and regulations are not involved in, and there have some traditional Chinese medicine service items are nonstandard or abused, thus it is necessary to regulate the management of traditional Chinese medicine service items.Management by administrative approval is significant to regulate traditional Chinese medicine service items. Now traditional Chinese medicine administrative approval is included in health administrative approval, and the latter focus on administrative procedure, process, standard and superintendence, etc, including commonness aspects related to traditional Chinese medicine, but short of special analysis of traditional Chinese medicine service items. traditional Chinese medicine service items which involved in health administrative approval are based on health administrative approval, but seldom consider the characteristic of traditional Chinese medicine; while service items which involved in health administrative approval are short of relevant administrative approval regulations or there is functional cross among different sectors.The main purpose of this paper is to find out the problems existing in the present traditional Chinese medicine administrative approval management through the analysis of the management status of the traditional Chinese medicine administrative approval, explore the methods of the management of the traditional Chinese medicine service items in light with the characteristic of traditional Chinese medicine according to its traits and requirements. discuss the policies and strategies of traditional Chinese medicine administrative approval management under the conditions of socialistic economic market mechanism based on the trend and requirement of sustainable development of traditional Chinese medicine enterprise, and provide evidence for the legislation of traditional Chinese medicine and the establishment of traditional Chinese medicine administrative approval management regulation.The main methods of this study are: divide traditional Chinese medicine service items into five different groups according to relative traditional Chinese medicine institutions, personnel, technologies ,productions and advertisement, use systematic analysis, literature review, questionnaire survey and expertise interview, etc, and aiming at the different service items, discuss if each service items should be involved in the administrative approval management and the management methods related to different service items.The main results include: The present health service administrative approval management regulation has restricted the development of some of traditional Chinese medicine service items, and there also has a few controversies among some of the traditional Chinese medicine service items. The function and size of traditional Chinese medicine should be relocated. So the suggestions of this study are:â‘ Government should establish and perfect the relative laws and rules of traditional Chinese medicine administrative approval.â‘¡Government should also establish the standards accord with the characteristic of traditional Chinese medicine.â‘¢Government should give special policies to traditional Chinese medicine services.â‘¢Government should relocate the function and size of traditional Chinese medicine services.
