Study On The Administrative Examination And Approval Of Medical Institutions By The Health Administrative Department Of Hui’an County

In recent years,with the continuous optimization of business environment,the rapid growth of health resources and services,the emergence of new industries,new formats and new models of health services,some deep-seated contradictions gradually exposed and urgently needed to be solved.Especially for the management of medical institutions,there are many characteristics and difficulties,such as strong professionalism,various types and quantities of objects,high difficulty in management and control,close issues related to people’s livelihood,single management mode of government departments in charge,weak degree of industry collaborative participation and so on.As one of the means of managing medical institutions,administrative examination and approval is not only an important basis for performing the health function of the government,but also a mirror reflecting the relationship between the government and the health market.How to effectively explore and innovate the reform of administrative examination and approval of medical institutions,promote the transformation of the concept of administrative examination and approval,enhance the joint efforts of administrative examination and approval,innovate the means of administrative examination and approval,improve the efficiency of administrative examination and approval,and further standardize and optimize the service supply of medical institutions in the "deep water area" of the reform of administrative examination and approval system has become the urgent focus of theoretical circles and governments at all levels.From the perspective of the new public service theory,this paper studies the administrative examination and approval work of the health administrative department of Hui’an County on the medical institutions,comprehensively uses the research methods of literature research,interview and participatory observation to elaborate and analyze the current situation of this work,summarize the achievements,find out the areas to be improved in the administrative examination and approval work,and the causes of these problems.On this basis,drawing on the advanced exploration of the administrative examination and approval work of medical institutions in Hongshan District of Wuhan City,Quanzhan District of Xuzhou City,Haicang District of Xiamen City and other places,this paper puts forward the construction of optimizing the administrative examination and approval work of medical institutions from four aspects: encouraging multi-party participation,promoting the construction of government service standardization,improving the risk prevention and control measures of administrative examination and approval of medical institutions,and strengthening the supervision after the event Discussion.
