Study On The Integration Of Medical Resources In Jining City

The report to the Eighteenth National Congress of the CommunistParty of China proposes that“We should bring as much benefit as possibleto the people, resolve as many difficulties as possible for them, and solvethe most pressing and real problems of the greatest concern to them”.Long-term since, high quality medical resources in China are overlyconcentrated on urban hospitals, technical force is relatively weak in ruralmedical institutions. The resulting “medical treatment is difficult andexpensive, the doctor is not convenient” problem is the current mainproblems existing in the medical and health field in China, also is thepeople’s livelihood problem of the party and government’s attention. Howto solve this problem, in theory and in practice, there are many issuesworthy of study. The paper takes the practiceof medical resources integration of Jining city as the research object,from strengthening the medical resources integration, optimizethe allocation of medical resources as a breakthrough point, to clear thenext step to deepen the county to provide certain reference value forpublic hospital reform ideas.Firstly, this paper analyzes the necessity of the integration of medical resources in Jining city from the theory of public managementand Jining medical resource allocation and utilization.Secondly this paper summarizes four modes of Jining medical resources integration:supporting type,large medical group,aid medical model,merging and reorganization;From Jining medical resources integration changes before and after the implementation of the related evaluation index to eva luate the effect of current medical resources integration.Thirdly, through the method of the check data,questionnaire investigation,expert consultation,this paper finds out the current main problems and the causes of problems.Fourthly, using contrast analysis method, conducts the research to the European and American developed country medical resources integration policy,draw lessons from the advanced experience which include the division of medical service level,building upstrict two-way referral system,playing a dual role of government andmarket,forming assets as a link of close association.Finally,proposessome measures to strengthen the integration of medical resources inJining City: strongly promoting the integration of medical resources tothe depth development; reforming and innovating the management system and operation mechanism; building up grading treatment modelwhich includes the first diagnosis at the grassroots level,two-way referral channel, acute and chronic treatment partition; carrying out thegovernment responsibility; establishing within the couplet of medical information sharing platform; promoting cultural integration between hospital association.
