Study On Performance Evaluation Of Medical Resources Allocation In Taizhou City

Public health is the meaning of Health Dream,it is an important part of the Chi nese dream.It is conducive to promoting the health of the masses and building a wel 1 off society in an all-round way.The development of public health undertakings,prob lems and measures have been closely watched by the whole society.Since the foundin g of the PRC,China’s health business have achieved earth-shaking changes.However,the level of social medical service,the coordinated development of social economy an d the needs of the national health care are still be prominent contradictions.At presen t,the bottlenecks and difficulties of the development of public health is the problem o f allocation efficiency of health care resource.As a scarcity of public service resources,the rationality and efficiency of medic al and health resources will directly affect the quality of medical and health services r eform and progress.In 2000,the World Health Organization(WHO)proposed that hu man beings should improve health performance as a worldwide health problem.The ef ficiency of health resources as one of the important indexes of health system performa nce evaluation has great significance for improving the level of effectiveness.Based on the related literature of medical resources,this study focuses on the co ncept and characteristics of resources,public resources and medical resources,and then expounds the theoretical basis of medical resource allocation and its efficiency and fai r research methods.Through the analysis of the evolution and status quo of the alloca tion of medical resources in China,this paper analyzes the general situation,problems and drawbacks of the current allocation of medical resources in China.Then,it is ta king the coastal city of Taizhou,Zhejiang Province as an example,this paper analyzes the relationship between investment and output of medical resources,and makes a ju dgment on the rationality of public medical resources investment and constructs the ev aluation index system.DEA model is built to measure the relative efficiency of health service input and output at the local county level,to clarify the performance status o f public medical resources allocation,to explore the allocation of medical resources at the county level,to analyze the different distribution of public health care between c ounties,cities,and districts.Then,using the Lorenz curve based on the Gini coefficie nt method,it calculates the fairness of the medical resources allocation in each county.Combined with the characteristics of the sample,it analyzes the efficiency and fairne ss of the allocation of medical resources and analyzes its causes,and makes recomme ndations to improve the performance level of the local health system from the point a nd the surface to reveal the characteristics and deficiencies of the medical and health resources in the grassroots society residents of the growing health needs,achieves the sustainable development of health.
