At present, Chinese health services face irrational allocation of medical resources, high-quality medical resources are concentrated in large hospitals in big cities, but primary health care institutions are serious lack of medical resources. The status that Chinese Medicine Hospitals face is even more severe. In recent years, China has continued the exploration of the new integration model of public hospitals without interruption, but they lack useful experience, especially experience of the integration of resources in grass-roots Chinese Medicine Hospitals. Therefore, to explore the new integration model of public hospitals is of great significance to provide a reference for the establishment of regional Medical Union and to guide quality resources to sink to grass roots.Objective:In this study, questionnaires, interviews and other methods were used to analyze the basis conditions of the Chinese Medicine Hospital before and after the integration and sum up experience and practice, then propose solutions for problems during Chinese Medicine Hospital integration and the exploration of the integration new model recommendation, and provide a reference for the exploration of reform between big public hospitals and grass-roots health care institutions and the establishment of Medical Union combining with foreign integration experience of as well as our own national conditions.Methods:In this study, literature study, questionnaires, expert interviews and discussion, statistical analysis, typical case study and other research methods were used.Results:The study found that two integrated models have gained substantial progress. In the industry level, they promote high-quality resources to sink into the grass roots and rational allocation; governments more clearly know their duties and pay more attention to strengthen the regulation of the industry. Promote hierarchical diagnosis and treatment formed in order to promote the patients for medical treatment more orderly, and provide a reference for establishing medical union. Advance traditional hospital management transforming into modern hospital system and also accumulate experience for health care reform. At the hospital level, solve the problem of lack of the upper hospital resources and expand its brand awareness and market coverage, enhance professional skill of suburban hospital, promote the development of the hospital disciplines; reduce their operating costs. For medical staff, the doctors’ technical capacity gain improved to some extent and personal income gains, increase opportunities to train and participate in research, their prospects for personal development become better. More patients easily have access to quality tertiary care services. Meanwhile, the hospital were integrated for short time, still has insufficient. First, there is a big gap between the hospitals, talent introduction and training need to be further strengthened. Secondly, hospital management is not perfect and need to strengthen the system construction and logistics management. Third, the staff conflict wi th hospitals integration reforms. Fourth, the upper level hospitals are lack of enthusiasm and initiative to participate in integration. Conclusion:Two modes in the case are overall successful, and have achieved substantial progress, provide useful experience for the integration of resources in public Chinese Medicine Hospital, but due to the short integration time, some of the work could be improved, suggest Chinese Medicine hospitals that first, with the help of the upper level hospital’s development advantages, strengthen the construction and introduction of talents to enhance the level of medical management of hospital. Secondly, with the help of the integration opportunity, the lower level hospital should strengthen the internal construction, hospital management and service levels; third, strengthen cultural integration to eliminate the conflict of culture, philosophy and personal values; fourth, mobilize enthusiasm and initiative of the upper level hospitals to participate in the integration.
