Performance management is a public sector governance issues in the world recognized as one of the problems. Our government’s public sector performance evaluation is still in the exploratory stage, many studies have detached from the specific circumstances and results and experience of foreign direct reference, which for the Chinese government to promote the study of the performance of the public sector and there is not much benefit.Public sector performance evaluation of public sector performance management process is an important tool and means. Performance assessment is to improve the efficiency of modern government, the establishment of effective methods satisfaction model adopted by the Government. The Performance Prism is the best way to resolve stakeholder satisfaction. Learn from foreign companies using performance prism of successful experience, combined with the actual situation of our country and its government in the public sector, to build the index system of government performance prism with Chinese characteristics, and apply it to the performance evaluation of our government to go, has great significance and value.This paper will study five parts. The first part is an introduction. Introduces the research background, significance, ideas about the government’s public sector performance evaluation and performance prism of domestic and international overview and research, methods and innovations. The second part is an overview of public sector performance evaluation. Introduces the concepts of performance evaluation, process, standards, methods and so on. The third part is to start building performance evaluation model in the public sector, mainly the Performance Prism theory is introduced to evaluate the performance of the public sector to build. Performance Prism theory first introduced, and then expounded the necessity to build the model, the feasibility of performance in the public sector prism correction and framework for building applications and other content. The fourth part focuses on the performance evaluation of public health departments of the situation analysis. First elaborated the meaning and the problems of the public health sector performance assessment, then presented an overview of the Shanghai Health Supervision Bureau overview Health Authority and its performance evaluation, and analysis of the performance evaluation of the sector problems in order to start building assessment below model. Part V is the application of the Shanghai Municipal Health Bureau, Health Authority Performance Prism model. Mainly in the Shanghai Health Bureau Health Authority conducted a performance prism of model building and index system, and finally through the questionnaire way operability analysis.In this paper, the method introduces a relatively new theory of performance prism, it is more perfect than the Balanced Scorecard, a new method; at the same time in the application, the situation Performance Prism Theory in the enterprise more, government departments in the country Applications are relatively rare; in terms of building a theoretical model of health supervision departments through analysis of performance evaluation, the introduction of performance prism of this new theory to construct a theoretical model and index system, hope for the government’s public sector performance evaluation bring some new ideas and methods.
